**To: Government of India, Karnataka Government, NHRC, International Safety Organizations, Judiciary of India, and Legislature**

On June 4, 2025, a devastating stampede occurred outside M. Chinnaswamy Stadium in Bengaluru during the RCB IPL victory celebrations, resulting in 11 deaths and 56 injuries. This preventable tragedy stemmed from inadequate crowd management, ignored police warnings, and a two-hour delay in informing Chief Minister Siddaramaiah (deaths reported at 3:50 PM, notified at 5:45 PM), exposing a severe lapse in societal safety. Additionally, the destruction of evidence related to fundamental human rights before courts and other public institutions has further compounded this crisis. My RTI application (SECCMR202560153, DGCLMR202560134) raises these issues—SOP weaknesses, private helpline safety failures, NHRC misuse, and evidence tampering—from a public interest perspective, without relying on my personal or social testimonies. Specifically, my RTI to the Judiciary highlighted "SOP Weakening for Citizen Visit in Front of Doors of Court, Police, Lawyer and Other," addressing the lack of safety protocols and evidence protection in judicial, police, and legal settings.

This incident is not isolated; the 2013 Ratangarh and 2016 Kollam disasters also revealed similar safety deficiencies. My RTI application points to the Judiciary’s lack of directives on SOP implementation, RTI portal technical limitations (e.g., hashtag rejection), and the Legislature’s failure to enact robust laws, all of which have severely impacted society. This affects the safety of citizens visiting public institutions and the preservation of their human rights.

We, the undersigned, demand the following actions from the Judiciary and Legislature for societal safety and justice:  
1. **Mandatory SOP Enforcement**: Implement legally binding SOPs nationwide, especially in Karnataka, for gatherings exceeding 10,000 people, including crowd limits, emergency exits, and communication systems. The Legislature must enact these laws immediately, and the Judiciary must oversee their enforcement in courts, police stations, lawyer offices, and other public spaces.  
2. **NHRC Accountability**: The Judiciary should order an independent investigation into NHRC misuse allegations (NHRC Case No. 9011028/2024), ensuring the protection of societal human rights.  
3. **RTI and Evidence Safeguards**: The Judiciary should mandate the removal of RTI portal limitations (e.g., hashtag rejection), ensuring digital records under Section 4(1)(a), while the Legislature amends the RTI Act and enacts laws to prevent evidence destruction.  
4. **Immediate Action**: The Karnataka Government must implement my RTI recommendations (SECCMR202560153, DGCLMR202560134) within 90 days, with the Judiciary and Legislature ensuring oversight and legal commitment to SOP enforcement and evidence protection in public spaces.

This tragedy and evidence destruction have deeply affected societal well-being. Through my hunger strike and RTI application (filed on May 24, 2025), I demand the protection of societal members’ lives, prevention of staff harassment, evidence tampering, and the attention of the Judiciary and Legislature.
