Demand justice for Cordale Handy
The Issue
On March 15, 2017, Cordale Quinn Handy was shot and killed by Saint Paul Police Officers Nathaniel Younce and Mikko Norman following a mental health crisis in Saint Paul, Minnesota.
For nearly a decade, Cordale's family has fought for answers. While the Ramsey County Attorney's Office declined to file criminal charges in 2017, significant evidence has since emerged that was never presented to prosecutors during the original review, including never before heard eyewitness testimony.
During the civil trial in July 2023, an eyewitness testified that Cordale had complied with officers' commands, threw his gun to the side, and had his hands raised when officers opened fire on him. This directly contradicted the officers' claim that Cordale had pointed a gun twice at them, prompting them to shoot. This eyewitness was never previously interviewed by the Minnesota Bureau of Criminal Apprehension (BCA).
The eyewitness testimony was further supported by forensic pathology evidence presented during the civil trial. A forensic pathologist testified that the injuries to Cordale's hand show it was not possible that he had a firearm in his hand when he was shot, and that when the fatal shot was fired, Cordale was facing away from the officers.
The trial also revealed that the responding officers never knew about shots fired earlier in the night by Cordale during his mental health crisis, even though officers used it as an ad hoc justification for why they shot him.
These are not minor details. They are significant pieces of evidence that deserve careful review by the agencies responsible for investigating police use of deadly force.
Why We Are Asking for a Reinvestigation
When substantial new evidence emerges after a case has been closed—especially eyewitness testimony that was never collected and forensic evidence that materially differs from the original factual record—the public deserves confidence that prosecutors and investigators will review that evidence objectively.
The Ramsey County Attorney's Office previously stated it would consider newly discovered evidence that significantly differed from what was presented in 2017. That time has come.
We are asking the Ramsey County Attorney's Office and the Minnesota Bureau of Criminal Apprehension to:
- Conduct a full and independent reinvestigation of the March 15, 2017 killing of Cordale Handy.
- Review all evidence developed during the federal civil trial, including eyewitness testimony and forensic pathology evidence.
- Determine whether the newly developed evidence warrants further criminal investigation.
- Ensure the investigation is transparent, thorough, and free from the shortcomings of the original investigation.
Why Your Signature Matters
This petition is about more than one family.
It is about ensuring that when significant new evidence comes to light, our justice system has the integrity to revisit its conclusions.
The Handy family has waited nearly ten years for a complete accounting of what happened to Cordale. They deserve to know that every relevant witness has been interviewed, every piece of evidence has been examined, and every decision has been made based on the full factual record—not an incomplete one.
Public trust in our justice system depends on accountability, transparency, and the willingness to correct past mistakes when new evidence emerges.
Please join us in calling on the Ramsey County Attorney's Office and the Minnesota Bureau of Criminal Apprehension to conduct a full, fair, and independent reinvestigation into the killing of Cordale Handy.
Sign this petition today and help ensure that every piece of evidence is finally heard.
