Officer, I am here to report a SERIOUS CRIME CHILD ABDUCTION, and I demand you take action immediately.

My name is Elisabeta Moldovan. I am the SOLE LEGAL PARENT of my son MATTHEW ISAIAH MOLDOVAN, born 19 March 2014. My name is the only name on his birth certificates the father section says UNKNOWN. I am his only guardian, I have 100% legal rights, and no one else has any right or authority over him.

In 2014, my son was UNLAWFULLY ABDUCTED from me by a man called RAOUL HERBIN NGAPA he also calls himself RAOUL SANTANA.

This man:

✅ Is an ILLEGAL OVERSTAYER he has NO right to be in the UK 

✅ Is a CONVICTED CRIMINAL found GUILTY 21 Oct 2016 of using false identity documents

✅ Has NO parental rights, NO court order, NO legal permission whatsoever to keep or care for my son

✅ Has threatened publicly: “If I am deported, I will take the child to Cameroon forever” he uses my son as a hostage and shield

✅ Has abused him brainwashed him, told him lies: “You have no mother”, “You are not Romanian”, “You are not Jewish” this is emotional abuse and identity theft

✅ Has hidden him, moved him constantly, cut him off from all family, and denied me any contact for over 11 years. I have suffered 11+ years of sleepless nights, grief, and trauma fighting to get him back.

I NOW HAVE RELIABLE INFORMATION THAT MY SON MATTHEW IS CURRENTLY BEING HELD AT THIS ADDRESS:

Officer this is NOT a family dispute. This is a CRIMINAL OFFENCE under the Child Abduction Act 1984, Immigration Act 1971, and Modern Slavery Act 2015.

This man is a criminal, an illegal immigrant, and a child abductor holding a child hostage. I demand you:

1. Go to that address IMMEDIATELY today, right now

2. Enter and recover my son Matthew safely

3. Arrest Raoul Herbin Ngapa (alias Santana) for abduction, immigration offences, and holding a child unlawfully

4. Return Matthew directly to me his only legal parent
