The Issue

On Wednesday, Jeury Concepcion — a Bronx man — was confronted by federal agents in Norwood. He left with a concussion and stitches.

Concepcion says the agents had their guns drawn and never identified themselves as ICE. "They didn't want to talk to me. They want to kill me," he told NBC New York. "They grabbed me and threw me on the floor and started hurting me."

The Department of Homeland Security tells a different story. DHS says ICE was conducting a targeted enforcement operation and that Concepcion matched the physical description of someone they were looking for. The agency says he "became combative and refused to identify himself" and that he was released after questioning — not arrested.

But a man who was never charged, never arrested, and was ultimately released is now recovering from a head injury that required medical treatment.

Regardless of whose account is accurate, an encounter between federal agents and a civilian that ends with the civilian in need of stitches and a concussion demands independent scrutiny — not a DHS press statement dismissing the incident.

Concepcion says he plans to file a formal complaint. He should not have to fight alone.

Sign this petition to demand an independent investigation into the use of force during the Norwood ICE operation, full transparency about the agents involved, and accountability if the force used was excessive.
