Demand Relocation, Reimbursement & Mold Remediation in Park Merced Apartments

The Issue

New update: November 10, 2025 - Update: Mayor Daniel Lurie has failed to address the concerns of Park Merced residents. District 7 Supervisor Myrna Melgar and SF City Attorney David Chiu have also remained unresponsive to our community. Consequently, Governor Gavin Newsom will not act either.

On May 30, 2025- The new receiver Douglas Wilson Companies has assumed control of Parkmerced, the receiver has been “given authority from the Superior Court and substantial capital from the lender to immediately focus on repairing and replacing health and safety deficiencies, including inoperable elevators, interior and exterior lighting, water intrusion, and mold issues,” CEO Douglas Wilson said in a statement. Douglas Wilson Companies, which took control of Parkmerced after its owner, Maximus Real Estate Partners, defaulted on $1.8 billion in loans.

I have concerns about the new receiver, Douglas Wilson, particularly due to his association with Brick & Timber (B+T) Property Management. The staff at B+T have exhibited behavior that is hostile, unprofessional, incompetent, disrespectful, condescending, unethical, and discriminatory. They appear to hold personal biases, including negative stereotypes and micro-aggressions, which adversely affect our low-income, disabled, and Section 8 tenants. In comparison, B+T seems even less satisfactory than our previous property management company, Maximus Property. 

B+T fails to acknowledge that they inherited the issues from Maximus Property Management when they assumed control.

Currently, B+T communication manager Alex S. is one of the most toxic and dangerous employees with B+T. If you call her out on her criminal bullying behavior, she will use her privileged seat of power to illegally and falsely remove you from your unit, by making retaliatory, malicious false accusations against you, to get you wrongfully evicted and even terminated from your housing subsidy program and contracts.  Alex S. chose to misuse her authority and, with a stroke of her pen, deliberately created false accusations against us tenants here, which is both malicious and criminal. Alex S. has also exploited the Parkmerced lease violations against us tenants to further her retaliatory, toxic, hateful, racist, and personal prejudices, as well as discriminatory and biased micro-aggressions directed at tenants for being Section 8, low-income, and disabled tenants. I am currently being forced into a constructive eviction because of these decaying, mold-infested units.

For the record, there are 3,321 residents, 11 high-rises, and a mix of townhouses. Parkmerced is a World War II-era complex that was built during the 1940s and 1950s. These places have deteriorated due to poor management and apathetic overseers whose sole focus was on personal profit, driven by pure greed.

As a tenant at Park Merced in San Francisco since December 4th, 2022, I’ve been dealing with a silent yet hazardous problem – black mold and airborne mold. It has spread around my bedroom windows, bedroom closet, bathroom windows, and the circular window by my bedroom stairs. The mold is airborne, with spores attaching to my personal belongings and causing over $5,000 in damage. It affects items like shoes, purses, clothes, bookshelves, picture frames, and even finds its way into dresser drawers and more.

We are facing a systemic epidemic here, and we really need help!  

If you complain, they will hike up your rent, harass you with bullying tactics to force you out of your home! They also use scare tactics and place a 10-day notice or a 3 Day Notice to quit (Eviction threats) on your door. Just received an unlawful detainer 1st week of 12/2025. I'm fighting them till the end!!!

On October 1, 2023, I observed numerous resilient and dedicated families being compelled to leave their homes due to the spread of black mold. These families were my next-door neighbors, residing directly adjacent to my front door. I was horrified to hear their devastating stories about the neglect and ongoing abuse they endured during a four-year battle with Park Merced to secure mold remediation, compensation, and relocation funds. They described it as a losing battle. They gave up, feeling defeated, and had to evacuate their homes to protect their children and themselves, as mold had taken over most of the rooms in their house. With no relocation funds provided by Park Merced, these families were left displaced. 

There are numerous stories that conclude in a similar manner here at Park Merced Apartments.

The Garden Homes and Garden Townhouses seem to be in the worst condition, plagued by black mold. For 30 years, they have been simply painting over the mold instead of addressing it with proper professional mold remediation for these units! It is truly disheartening! All tenants want is a safe and healthy place to live. Park Merced was dishonest when we signed our leases, providing false information and lying to tenants. This feels like criminal corporate housing greed, at its highest level, the worst!

I have never encountered anything like this before. Such treatment is inhumane, and everyone deserves to be treated with respect, without being deceived or misled into a lease agreement. Everyone deserves to live in mold-free homes that are both safe and habitable.

Park Merced Brick + Timber (B+T) seems to demonstrate minimal consideration for their tenants, frequently interacting with them in a way that comes across as dismissive and unfair.

They gaslight you with condescending conversations and responses, completely ignore your emails, and shift the responsibility to different departments. They keep delaying fixing the issues and providing a resolution. They avoid you entirely and fail to address the ongoing problems with the mold in our units!

More importantly, the unhealthy growth of mold and its suffocating, musty mildew odor are severely impacting my health as a disabled tenant with chronic asthma. I suffer from sporadic and uncontrollable asthma attacks that induce anxiety and severe panic episodes, resulting in dizziness, faintness, and overall discomfort. To manage this condition, I must use a breathing machine to administer treatments either once daily or as needed. I also have to run two dehumidifiers (which I must empty out 2.5 gallons of water every four days from my bedroom closet and upstairs), two fans, and three air purifiers daily just to breathe and survive in this mold-infested unit, which is driving up my PG&E bill. 

It goes without saying that every 2-3 weeks, we are required to purchase Damp-Rid and dehumidifying products at our own expense, with no reimbursement provided by Parkmerced B+T. If you request reimbursement, Alex S. will likely mislead you by claiming her legal team is investigating it, but that’s just a tactic to deflect, as they often do. Then she will begin issuing threats against you!

This isn’t just about me! Many tenants in Park Merced apartments are dealing with similar issues caused by over 30 years of neglect from property management. We’re coming together through word of mouth and social media, realizing there’s strength in numbers!

I AM FIGHTING FOR EVERY SENIOR CITIZEN, OUR VETERANS, SFSU COLLEGE STUDENTS, THE DISABLED, LOW-INCOME MARGINALIZED TENANTS, AND ALL TENANTS HERE IN PARK MERCED WHO ARE AFFECTED! 

The presence of mold in homes can lead to serious health problems such as respiratory infections and allergic reactions (source: CDC). In our case at Park Merced apartments, where many residents are already dealing with health issues like mine, it is an absolute nightmare!

It is time for immediate action!

We demand that the property management/owners at Park Merced take responsibility and accountability for this ongoing issue. By conducting thorough mold testing and mold remediation across all affected units immediately. Provide reimbursement for all loss of personal property, cleaning bills, laundry bills, medical bills, medication bills, and pain and suffering in the most severe cases.

Also, providing tenants who cannot stay in these mold-infested units, like me, with the S.F. allowance funds stated for relocation fees for no fault of tenants. No one should have to live under these uninhabitable, unsafe, and unhealthy conditions or bear unnecessary medical expenses because their home is making them sick. Having a habitable home to live in is a human right, not a privilege!

Senate Bill 655 amends Sections 17920 and 17920.3 of the Health and Safety Code by adding “mold” as a substandard condition in housing. Under prior law, certain conditions that could lead to mold growth qualified as substandard conditions; however, the mold itself was not. These changes are effective on January 1, 2016. Mold will be defined in Section 17920 to mean “microscopic organisms or fungi that can grow in the damp conditions in the interior of a building”. Mold will be a substandard condition when it is “visible mold growth, as determined by a health officer or a code enforcement officer … excluding the presence of mold that is minor and found on surfaces that can accumulate moisture as part of their properly functioning and intended use”.

PARK MERCED IS AND HAS BEEN IN VIOLATION OF SB 655! WE NEED OUR CITY OFFICIALS, MOLD LAW FIRMS/ATTORNEYS, AND NEWS STATIONS & TO LET THE PUBLIC KNOW, WHAT IS HAPPENING TO SAN FRANCISCO TENANTS. 

I AM BEING FORCED INTO A "CONSTRUCTIVE EVICTION "(NO REASONABLE PERSON COULD LIVE UNDER THESE CONDITIONS OR CIRCUMSTANCES), WHICH IS A NO-FAULT TO-TENANT EVICTION! 

I WANT OUT AND DEMAND COMPENSATION FOR ALL MY EXTENSIVE DAMAGES! 

NO ONE IN THEIR RIGHT MIND WOULD LIVE OR STAY IN THESE UNINHABITABLE CONDITIONS! 

Finding low-income housing in San Francisco is extremely challenging, often bordering on impossible. Now, consider the added difficulties faced by individuals who are disabled, senior citizens, SFSU college students, and reliant on Section 8 assistance.

We are also calling on our District 7 Supervisor, Myrna Melgar, and her staff to please step up and be the voice for the residents who live around the corner from our supervisor, after all, we are all neighbors! Also, all SF tenant organizations and the mayor’s office.

It is unfortunate to report that our District 7 Supervisor, Melgar, SF City Attorney David Chui, and Mayor Daniel Lurie have not advocated for the residents of Parkmerced or taken a stand to defend tenant rights in this community.

Please Google: City Attorney secures $810,000 from Chinatown SRO owners who profited off of unsafe units – City Attorney of San Francisco -- This was one of the reasons I believed our City Attorney, David Chui, would effectively represent the voice of the people. However, it appears that the demographics do not align with his priorities, especially regarding the Chinatown community.

For this reason, we are continuing to call on Governor Gavin Newsom to intervene and investigate the systemic corruption, criminal behavior by B+T staff members, mistreatment of tenants, and the ongoing harassment and neglect faced by residents of Park Merced.  

This issue extends far beyond mold; it highlights the misuse of federal government funding for Section 8 tenants and the exploitation of low-income tenants by corporate housing slumlords. 

IT IS TIME TO EXPOSE AND CALL OUT THESE CORRUPTED CORPORATE CRIMINALS TODAY!
