Flat 1 Jacobs House -Waste of Resources

Flat 1 has been unoccupied for several months, if not over a year now. Only a year ago the property underwent a complete refurbishment, including new flooring, redecorations, and the installation of a brand‑new kitchen and bathroom. Despite this, I have observed Newham Council carrying out extensive works today, stripping the flat back to its bare structure.
In my view, this represents a significant and unnecessary use of resources. A similar situation has occurred with Flat 2 in Jacobs House, which has also remained unoccupied for several months and has now been stripped down entirely. Meanwhile, several other properties within Jacobs House remain untouched and are in clearly uninhabitable condition.
I would like to understand what is currently happening in Jacobs House and the reasoning behind these actions.
