The Issue

We, the undersigned residents and concerned citizens, write to formally request the immediate review and revocation of any noise bylaw exemptions, permits, or privileges that allow for the public broadcasting of religious calls to prayer via loudspeakers within the City of Regina and the wider province of Saskatchewan.

Canada is a proudly diverse and multicultural nation, home to thousands of distinct cultures, faiths, and belief systems. The foundation of our peaceful coexistence relies on a mutual understanding that public spaces remain neutral and shared respectfully by all. Granting exclusive broadcasting privileges to any single faith risks disrupting this careful balance.

If every religious group or cult—each with its own sacred days, differing prayer schedules, and distinct traditions—were permitted to utilize outdoor loudspeakers to practice or announce their faith, our shared neighborhoods would be subjected to continuous, round-the-clock audio broadcasts. This would result in an unsustainable and endless cycle of noise pollution, fundamentally altering the character of our residential communities.

While this specific issue is currently centered within the province of Saskatchewan and the City of Regina, municipal and provincial policies do not exist in a vacuum. Setting a precedent of this nature in one region inevitably influences policy decisions across other Canadian municipalities.

Allowing these public broadcasts risks creating unnecessary division, friction, and resentment among neighbors of differing backgrounds. Rather than fostering inclusivity, it introduces an element of public disruption that can inadvertently cultivate community tension and alienation. To prevent widespread social friction, public policy must remain uniform, consistent, and neutral across all jurisdictions.

Under Canadian common law and local municipal frameworks, citizens hold a fundamental right to the "quiet enjoyment" of their property, free from unreasonable and ongoing external disturbances. Furthermore, a neutral public framework ensures that all religions are treated with absolute equality under the law, without granting special public acoustic privileges to one over another.

To safeguard the peace, neutrality, and mutual respect that define our communities, we respectfully yet firmly demand the immediate revocation of these loudspeaker permissions. We urge our governing bodies to uphold standard noise bylaws consistently, ensuring our neighborhoods remain peaceful, quiet, and welcoming environments for every citizen, regardless of their personal faith or background.
