Subject: Request for Suo Motu Action into Alleged Excessive Use of Force, Lack of Police Identification, and Violations of Citizens' Fundamental Rights During Public Protests

We, the undersigned citizens of India, respectfully urge the Hon'ble Supreme Court of India and the National Human Rights Commission to take suo motu cognizance of recent incidents involving alleged police excesses during peaceful public protests. 

On 20 July 2026, Delhi witnessed one of the largest youth-led demonstrations in recent years, as thousands of supporters of the Cockroach Janta Party (CJP) marched towards Parliament demanding accountability over the national examination crisis and the resignation of the Union Education Minister.

Several reports, videos, eyewitness accounts, and media coverage have raised serious concerns regarding:

- The alleged excessive use of lathi charge against protesters.

- The use of tear gas and force that may have been disproportionate to the situation.

- Police personnel allegedly operating without clearly visible nameplates or identification, making accountability difficult.

- Reports that some individuals in plain clothes were carrying lathis and participating in crowd-control operations. These allegations require an independent investigation to determine whether they were authorized personnel and whether proper legal procedures were followed.

- Alleged injuries to protesters, journalists, students, and members of the public.

- Possible violations of the constitutional rights to peaceful assembly, freedom of speech, and personal liberty guaranteed under Articles 19 and 21 of the Constitution of India.

Democracy is strengthened when both citizens and law enforcement act within the framework of the Constitution and the rule of law. While maintaining public order is an important responsibility of the police, any use of force must be lawful, necessary, proportionate, and accountable.

We respectfully request:

1. That the Hon'ble Supreme Court of India take suo motu cognizance of the incident.

2. That the NHRC initiate an independent human rights inquiry.

3. Appointment of an independent Special Investigation Team (SIT) or retired judicial commission to investigate the events.

4. Preservation of CCTV footage, drone footage, body-camera recordings (if available), and official communication records.

5. Identification of all police personnel deployed and verification of reports regarding officers without visible nameplates.

6. Investigation into allegations regarding individuals in plain clothes carrying lathis and participating in crowd-control operations.

7. Medical assistance and compensation, where appropriate, for persons found to have suffered unlawful injuries.

8. Issuance of directions ensuring that police personnel display visible identification during public-order duties and strictly comply with established guidelines governing the use of force.

Our Appeal

The purpose of this petition is not to undermine law enforcement but to uphold constitutional accountability, transparency, and respect for human rights. Independent judicial and human rights scrutiny strengthens public trust in democratic institutions.

We therefore call upon all citizens who believe in constitutional democracy, human dignity, and the rule of law to support this petition by adding their signatures.
