The Issue
My name is Roberto Verdaguer, and I lost my younger brother to fentanyl poisoning in 2023.
He wasn’t an addict. He was healing. He was living. And then, one bad night, one poisoned substance—took everything from him and everyone who loved him.
I’ve since come to realize something many of you already know:
This isn’t just addiction anymore. It’s terrorism disguised as drug use.
We can’t bring back the ones we’ve lost. But we can change the system that keeps letting this happen.
What We’re Demanding:
We urge Congress to adopt and enact the SEVER Act—a bold, comprehensive federal policy that:
SEVERS cartel supply chains by replacing street drugs with safer, regulated, controlled-use alternatives
Establishes supervised use facilities where high-risk users can choose survival over secrecy and poisoning
Reclassifies illicit fentanyl distribution as a form of domestic terrorism—with severe, enforced penalties
Redirects drug war funding toward recovery, regulation, and real-time overdose prevention
Creates structured, voluntary paths to recovery for those still fighting to stay alive
Who Can Make This Happen?

Key Congressional committees on health, justice, and national security
State and local lawmakers aligned with fentanyl reform
