Salis Hanrahan was denied entry and smeared in the media based on vague “allegations of association.” These labels are frequently overbroad. According to legal experts and reports: 1. The Immigrant Legal Resource Center (ILRC) explains that DHS gang allegations often rely on loose criteria such as family relationships (sharing blood), casual social contact, clothing, tattoos, or neighborhood ties — without requiring actual criminal convictions. 2. The UC Irvine Law Immigrant Rights Clinic “Mislabeled” report documents how such allegations are commonly based on subjective judgments and innocent associations, including family ties and cultural expression, leading to high risk of error. 3. Similar findings from the New York Immigration Coalition and NYCLU show these vague associations are used to deny relief even when there is little to no evidence of real criminal activity. Alleged is not guilty. Sharing blood, a tattoo, a beer, or a common friend does not make someone a gang member. Salis had zero convictions and died presumed innocent under U.S. law.
