The Issue

Anna Yagi, a young and vibrant resident of Okinawa, was brutally murdered by US Marine Lance-Corporal Devin Jacob Ballard. Anna's life was cut short by an act of senseless violence that has left a family mourning and Okinawans in shock. This tragic incident is not isolated but part of a pattern of violence against women in Okinawa by US military personnel that has been largely ignored for too long.

The Japanese and US  governments must be held accountable for the actions of the forces stationed in Okinawa. Despite numerous incidents of violence, abuse, and misconduct, there has been a lack of systemic changes to prevent these heinous acts. It is time to demand justice and ensure that those who commit crimes are prosecuted to the fullest extent of the law and held accountable as the victims and communities demdand, regardless of their military status.

Japan's Okinawa Prefecture hosts around 70% of US military bases in Japan, and the presence has led to an increase in crime rates, with reports of over 5,800 criminal cases involving US military personnel since 1972, including cases of assault, rape, and murder. The local communities in Okinawa live with the constant threat of violence and the wellbeing of Okinawan residents.

We call on the US and Japanese governments to take immediate and concrete steps to address this violence, including:

·      We demand most immediately that justice for Anna Yagi is secured, that the perpetrator be held absolutely accountable including restitution to the family as they may seek. For that the unequal US-Japan Status of Forces Agreement must be fundamentally revised.

·      We especially call on feminist antimilitarist activists in Japan, US, and all the Keen Sword participating countries to demand the immediate cancellation of Keen Sword.

·      We demand closing all the bases and installations in Okinawa and converting the land and sea for productive civilian use.

Finally, let us commit ourselves to continue to build, stand firmly, unequivocally in international solidarity with antimilitarist activists around the world to end the military madness that is engulfing civic life as we know it with the predictable immediate and generational devastating outcomes. Let us unite to build a genuinely secure world where all life will thrive and flourish, not only survive.

It is critical that we act now to protect the women of Okinawa and ensure their safety and dignity. By signing this petition, you can help hold both governments accountable, honor Anna's memory, and stand against military violence and impunity. Sign now to bring justice to Anna Yagi and all victims affected by military violence.
