The Guadalupe County Sheriff's Office holds all individuals, regardless of profession or affiliation, to the same standard of the law. We will enforce the law equally and without exception. Law enforcement is held to a higher standard, and at the Guadalupe County Sheriff's Office we will hold that standard for both ourselves and other members of our profession."

“I have zero tolerance for this type of misconduct in the Guadalupe County Sheriff’s Office. Every person in our detention facility has a right to be treated with basic dignity and, when that standard is broken, there is no second chance and no cover,” he said. “These employees knew our standards and chose to violate them anyway. Rest assured, they will be held accountable and fully prosecuted in accordance with Texas law.”

HERE IS THE ACTUAL, FACTUAL POLICY OF SHERIFF RAY, THE REALITY THAT IS IN STARK BLATANT CONTRAST TO WHAT HE TELLS THE PUBLIC:

I provided Sheriff Ray with the information regarding the prior notice given to his two GCADC ADMINISTRATORS about inappropriate conduct / sexual harassment committed by GCADC CPL RUDY GARCIA in 2024. Jail Administrators ignored me. They ignored sexual harassment committed by Rudy Garcia and the incident was captured on the jail security cameras. In countless recorded tablet messages I routinely referred to the corporal as GARCIA THE GROPER. Jail Administrator Robert Hernandez , who makes well over 120k annually, and Assistant Administrator Greg Martin who makes well over 120k annually, chose to disregard prior notice and ratified the officer’s inappropriate conduct. They empowered him and emboldened him to escalate his behavior to the recent charges of sexual misconduct and violating the civil rights of an inmate on July 10 , 2026. The two administrators also had Officer Isaiah Charles in a position to be charged alongside Garcia and Kee, Isaiah Charles was already a served defendant in my federal civil rights case prior to the recent July 10 charges. These two incidents absolutely evince a complete failure on the part of these two administrators.

I made Sheriff Joshua Ray aware of all this. I sent him all the details via certified mail and two emails. ( Just to ensure he got the message)

Sheriff Ray tells the public- “zero tolerance. No cover. No second chances. Law enforcement is held to a higher standard.”

Sheriff Ray is full of it. Sheriff Ray has an actual policy of extreme cover and extreme insulation. He told the public zero tolerance while simultaneously insulating his two administrators. Complete BS coming from the Sheriff.

Smooth talk, high sounding words from the Sheriff meant to make the public believe that he is going to do the right thing. He has not. The two administrators would have been held accountable if Sheriff Ray actually meant what he said. More politically motivated rhetoric citizens. Just talk. Not straight talk. Just talk.

But you can always tune in to have some more smoke blown up your caboose by the always public Sheriff Ray on his Straight Talk podcast.

I think that the citizens would prefer a Sheriff that actually meant what he said and backed his words. Rather than a camera hungry pseudo celebrity that seems to love the camera more than accountability in law enforcement.
