Demand a Clean, Future-Focused Energy Plan for Batavia, IL

The Issue

On October 31 2025, the City of Batavia made public a draft of an Integrated Resource Plan or IRP.

An IRP is a 20-year roadmap that analyzes an electric utility’s current energy resources, forecasts future electricity demands, and recommends strategies for meeting future electricity demands.

The draft IRP that was published does not accomplish these goals.  Therefore, we ask the Batavia City Council:

LEARN from the lessons of Prairie State and refuse to accept any recommendation that relies on fossil fuels.

REQUIRE the final IRP to take into consideration future opportunities for Batavia to increase electricity use through growth in the community and to address climate change.

LISTEN to the opinions of Batavia residents, a majority of whom (43.4%) indicated that they are willing to pay modest increases for more renewable energy.

DEMAND that the final IRP offer alternatives to the 10 MW natural gas RECIP generator by including flexible, modular clean energy investments (solar, battery storage, and demand-response programs) that can scale up or down as Batavia’s load changes.
