• Lieutenant Governor of Jammu and Kashmir Shri Manoj Sinha

•Principals of Government Medical Colleges across Jammu & Kashmir

• National Commission for Allied and Healthcare Professions (NCAHP), New Delhi
• Other concerned authorities
OUR DEMAND
We, the undersigned B.Sc. Nursing students, Nursing interns and Allied Health Sciences students undergoing compulsory clinical internship across Jammu & Kashmir, respectfully request the Government to introduce a fair, uniform and regularly paid monthly internship stipend of ₹20,000 for eligible B.Sc. Nursing and Allied Health Sciences interns during their prescribed compulsory internship period.
This is a collective concern affecting students from Government Medical Colleges, Government Nursing Colleges, SKIMS and other recognised nursing and allied healthcare institutions across the Union Territory.
Our demand is based on the nature of clinical responsibilities, compulsory training requirements, financial hardships faced by students and the existing stipend arrangements in other government healthcare institutions across India.
We seek a transparent and officially notified policy that ensures appropriate financial recognition for students undertaking compulsory clinical training.
1. INTERNSHIP IS AN ESSENTIAL AND COMPULSORY PART OF PROFESSIONAL EDUCATION
Clinical internship is not merely an academic formality. It is an essential component of professional healthcare education through which students transition from classroom-based learning to practical patient care and clinical responsibilities.
B.Sc. Nursing interns and Allied Health Sciences interns undergo clinical postings in various departments and healthcare settings according to their respective curricula.
Their training involves supervised practical exposure, skill development, patient-care responsibilities and participation in routine hospital activities.
For Nursing interns, these responsibilities may include:
•Patient assessment and monitoring.
Monitoring and recording vital signs.
•Medication administration and nursing procedures under supervision.
•Patient care, hygiene and comfort.
•Maintaining patient records and clinical documentation.
•Assisting in clinical procedures.
•Ward management and assigned clinical responsibilities.
•Emergency, critical-care and specialised clinical postings.
•Coordination with doctors, nurses and other healthcare professionals.
•Rotational duties and night shifts wherever applicable.
Similarly, Allied Health Sciences interns undergo practical training in their respective professional areas, including:
•Medical Laboratory Technology.
•Medical Radiology and Imaging Technology.
•Operation Theatre Technology.
•Anaesthesia and related technologies.
•Dialysis Technology.
•Optometry.
•Physiotherapy.
•Other recognised Allied and Healthcare professional disciplines.
These responsibilities require practical competence, continuous learning, discipline and considerable physical and mental effort.
2. CLINICAL DUTIES, WORKING HOURS AND PROFESSIONAL RESPONSIBILITIES
During compulsory clinical internship, students are assigned clinical duty hours according to institutional schedules and the requirements of their respective departments.
Their responsibilities may involve prolonged standing, continuous patient-care activities, clinical procedures, documentation, assisting healthcare professionals and working in demanding clinical environments.
In several clinical areas, interns remain actively engaged throughout their assigned duty hours, with limited opportunities for rest depending on patient load and departmental requirements.
These responsibilities involve considerable physical and mental effort.
Although internship is an educational requirement, students contribute their time and practical skills to the functioning of clinical departments under supervision.
However, many Nursing and Allied Health Sciences interns in Jammu & Kashmir continue to undergo their compulsory clinical training without a regular monthly internship stipend.
We therefore request appropriate financial recognition for their contribution and the responsibilities undertaken during this essential phase of professional education.
3. THE INTERNSHIP IS COMPULSORY, NOT OPTIONAL
Students are required to complete the prescribed clinical internship as an essential component of their respective professional courses.
It is not an optional training programme that students can simply discontinue to avoid financial difficulties.
Students must complete the required clinical postings and training hours to fulfil the academic and professional requirements of their courses.
Therefore, students should not be expected to bear the entire financial burden of compulsory professional training without reasonable financial support.
A structured stipend policy would ensure that students can complete their training with greater financial security and concentrate on clinical learning.
4. FINANCIAL BURDEN ON NURSING AND ALLIED HEALTH SCIENCES STUDENTS
During compulsory internship, students have to manage several recurring expenses, including:
• Daily transportation to hospitals and clinical training centres.
• Accommodation and hostel-related expenses.
•Food and basic living expenses.
•Uniforms, shoes and clinical requirements.
•Educational and professional materials.
Other expenses associated with clinical training.
The difficulties are particularly significant for students posted away from their homes, those travelling long distances and students belonging to financially weaker backgrounds.
In a geographically diverse Union Territory such as Jammu & Kashmir, transportation and accommodation can impose an additional financial burden on students undertaking clinical postings.
A reasonable monthly stipend would provide meaningful financial support and help students complete their compulsory internship without depending entirely on their families.
5. J&K GOVERNMENT HAS ALREADY RECOGNISED THE NEED FOR NURSING AND PARAMEDICAL INTERNSHIP STIPENDS
The demand for an internship stipend is not new in Jammu & Kashmir.
In July 2025, several Government Medical Colleges across the Union Territory reportedly recommended the introduction of monthly stipends for Nursing and Paramedical students undergoing compulsory internship.
The recommendations included:
A. Government Medical College, Srinagar Proposed ₹6,000 per month for B.Sc. Nursing interns for six months & ₹5,000 per month for B.Sc. Paramedical interns.
B. Government Medical College, Baramulla recommended a monthly stipend of ₹6,000 for eligible Nursing interns.
C. Government Medical Colleges, Anantnag, Rajouri, Doda and Kathua
Recommendations for financial support for Nursing and/or Paramedical interns were also reported.
These recommendations demonstrate that the need for financial support during compulsory clinical training has already been recognised by medical college administrations within Jammu & Kashmir.
However, recommendations alone have not established a uniform, officially notified and implemented stipend policy across the Union Territory.
The matter therefore requires timely intervention and a final decision by the concerned Government departments.
6. RECENT ENHANCEMENT OF MBBS AND BDS INTERNSHIP STIPEND IN JAMMU & KASHMIR
On 21 October 2026, the Government of Jammu & Kashmir issued:
Through this order, the monthly stipend payable to MBBS and BDS interns, including Foreign Medical Graduates (FMGs), was enhanced from:
₹12,300 to ₹25,000 per month
The revised stipend has been made effective retrospectively from 1 October 2026.
We wholeheartedly welcome this decision by the Government of Jammu & Kashmir.
It is an important step towards recognising the responsibilities, clinical training and financial requirements of healthcare interns.
However, it also raises a genuine concern among Nursing and Allied Health Sciences students.
Nursing and Allied Health Sciences interns also undergo compulsory clinical training, participate in patient-care activities and develop essential practical competencies in healthcare institutions.
Their financial difficulties and training-related responsibilities also deserve appropriate consideration.
Our appeal is not against the stipend enhancement granted to MBBS and BDS interns. We welcome that decision.
We respectfully request the Government to extend similar policy consideration to Nursing and Allied Health Sciences interns and address their long-pending stipend concerns without further delay.
7. STRONG NATIONAL PRECEDENTS: NURSING AND ALLIED HEALTH INTERNSHIP STIPENDS ALREADY EXIST
The provision of internship stipends is already recognised in several central government healthcare institutions and programmes across India.
1. AIIMS NEW DELHI – ₹13,150 PER MONTH AIIMS New Delhi revised the stipend payable to B.Sc. Nursing students during the six-month internship period from ₹500 to ₹13,150 per month.
2. AIIMS BHUBANESWAR – ₹13,150 PER MONTH The official Standing Finance Committee minutes of AIIMS Bhubaneswar record approval of an enhancement in the stipend of B.Sc. Nursing students for the final six months of their course (internship) from ₹500 to ₹13,150 per month.
3. AIIMS PATNA – ₹10,250 PER MONTH FOR ALLIED HEALTH SCIENCES INTERNS - The official minutes of the 9th Standing Finance Committee meeting of AIIMS Patna, held in March 2026, record approval of a stipend of ₹10,250 per month for Allied Health Sciences students during their internship, at par with AIIMS New Delhi.
These examples demonstrate that financial assistance during Nursing and Allied Health Sciences internship is administratively feasible and has already been recognised in different government healthcare settings.
8. WHY ₹20,000 PER MONTH?
The demand for ₹20,000 per month is a proposed and reasonable demand for consideration by the Government.
It takes into account:
• The compulsory nature of clinical internship.
•The responsibilities and clinical exposure undertaken by interns.
•The financial burden associated with transportation, accommodation and daily living.
•Existing Nursing internship stipend arrangements at AIIMS New Delhi , AIIMS Bhubaneswar & Allied Health Sciences internship stipend approved at AIIMS Patna.
•The recent enhancement of MBBS and BDS internship stipends to ₹25,000 per month in Jammu & Kashmir.
We believe that a monthly stipend of ₹20,000 would provide meaningful financial support and appropriate recognition to Nursing and Allied Health Sciences interns.
The proposed amount is a collective demand and is subject to consideration and approval by the competent authorities.
9.OUR SPECIFIC DEMANDS
We respectfully request the Government of Jammu & Kashmir to:
• Introduce a monthly internship stipend of ₹20,000 for eligible B.Sc. Nursing and Allied Health Sciences interns undertaking their prescribed compulsory clinical internship across the Union Territory.
•Issue a formal Government Order establishing a uniform stipend policy specifying the amount, eligibility criteria, duration, funding mechanism and payment procedure.
•Ensure regular, timely and direct payment of the approved stipend to eligible interns throughout their prescribed internship period.
•Extend the policy to eligible students studying in recognised Government and private Nursing and Allied Health Sciences institutions, subject to applicable regulatory and institutional requirements.
•Give appropriate consideration to students who are currently undergoing or have recently completed their compulsory internship, wherever administratively and financially feasible.
•Consider the recommendations already submitted by Government Medical Colleges in Jammu & Kashmir and expedite the pending administrative process.
•Constitute or designate an appropriate committee, if required, to examine the matter and recommend a time-bound policy decision.
•Ensure that Nursing and Allied Health Sciences interns receive fair and appropriate consideration in the Government’s broader healthcare internship and stipend framework.
•Permit representatives of Nursing and Allied Health Sciences students to formally present their collective concerns before the concerned authorities.
10. A COLLECTIVE CONCERN ACROSS JAMMU & KASHMIR
This is not an individual demand or the concern of a single college.
It is a collective concern affecting Nursing and Allied Health Sciences students across Jammu and Kashmir, including students from:
•Government Medical Colleges.
•Government Nursing Colleges.
• SKIMS Soura
•Recognised private Nursing Colleges.
•Recognised Allied Health Sciences and Paramedical Colleges.
Students from different institutions and professional disciplines face similar difficulties during compulsory clinical training.
We therefore seek to bring together a collective representation reflecting the genuine concerns of students across the Union Territory.
For this purpose, we propose to collect:
1. COLLEGE-WISE COMMON REPRESENTATION
A common application or representation from participating students of each institution, identifying the institution, courses and internship-related concerns.
2. COLLEGE-WISE SIGNATURE SHEETS
An A4 sheet containing the signatures of participating students and interns supporting the demand.
3. CONSOLIDATED STATE-LEVEL REPRESENTATION
The college-wise representations and signature sheets will be compiled and submitted collectively to the concerned authorities.
The objective is to demonstrate that the demand is genuine, widespread and supported by Nursing and Allied Health Sciences students from different institutions across Jammu & Kashmir.
11. OUR RESPECTFUL APPEAL TO THE GOVERNMENT
We respectfully request the Hon’ble Chief Minister, Health and Medical Education Minister, Finance Department and all concerned authorities to examine this genuine concern and initiate the necessary process for introducing a fair and uniform monthly internship stipend for Nursing and Allied Health Sciences interns.
The Government has already taken an important step by revising the stipend of MBBS and BDS interns to ₹25,000 per month.
We welcome this decision and request that the financial concerns of Nursing and Allied Health Sciences interns also receive the attention they deserve.
The existing recommendations of Government Medical Colleges within J&K, together with national institutional precedents, provide a reasonable basis for considering our demand.
WE ARE NOT ASKING FOR CHARITY.
WE ARE ASKING FOR RECOGNITION, PROFESSIONAL DIGNITY AND REASONABLE FINANCIAL SUPPORT DURING COMPULSORY CLINICAL TRAINING.
Nursing and Allied Health Sciences professionals are essential to the healthcare delivery system. Their education, clinical training, practical responsibilities and contribution to patient care deserve appropriate recognition.
A fair stipend would reduce the financial burden on students, promote equitable opportunities in professional education and enable them to focus on learning and developing their clinical competencies.
We sincerely hope that the Government will consider this collective appeal and take a positive, practical and time-bound decision in the interest of Nursing and Allied Health Sciences students across Jammu & Kashmir.
PLEASE SUPPORT THIS COLLECTIVE APPEAL
If you are a Nursing or Allied Health Sciences student, intern, graduate, nursing professional, allied healthcare professional, teacher, healthcare worker, parent or supporter, we request you to support this genuine demand.
Share the petition, encourage eligible students to participate and help strengthen the collective representation.
Every genuine signature adds strength to the voice of Nursing and Allied Health Sciences students across Jammu & Kashmir.
OUR DEMAND: ₹20,000 MONTHLY INTERNSHIP STIPEND FOR ELIGIBLE B.Sc. NURSING AND ALLIED HEALTH SCIENCES INTERNS ACROSS JAMMU & KASHMIR.

Similarly, Allied Health Sciences interns undergo practical training in their respective professional areas, including:
