When the Commonwealth Ombudsman reviewed Evan's case he recommended that the Australian Defence Force Investigative Services (ADFIS) or the Inspector General Australian Defence Force (IGADF) investigate his criminal complaints.
When ADFIS and the IGADF officially refused to investigate, Evan reported his complaints of Commonwealth crimes to the AFP again.
This was received today:

Reference is made to your email to the Australian Federal Police (AFP) dated 20 November 2015.
The AFP is the primary law enforcement agency responsible for investigating crimes against the Commonwealth of Australia.
The information that you have been provided by the AFP is still accurate. You have reported these matters to the correct agencies being the Inspector General of the Australian Defence Force (IGADF) and the Australian Defence Force Investigative Services (ADFIS).
If you are not satisfied with the response you receive from these agencies, you may wish to consider reporting your concerns to the Commonwealth Ombudsman.
The Commonwealth Ombudsman is also the most appropriate agency to report Public Interest Disclosure (PID) complaints to. Their contact details and further information about the PID scheme can be found at http://www.ombudsman.gov.au/pages/pid/.
You may also wish to seek independent legal advice.
A copy of your correspondence has been recorded by the AFP however no further action will be taken.

Are you reporting a Commonwealth crime? : Yes, I am reporting a Commonwealth crime Details : Dear Sir/Ma'am
I refer to my original complaints to the AFP of the 4 September 2013 and the 6 December 2013 regarding the illegal changing to my identity on a commonwealth system at the Department of Defence resulting in the lost of my career. I also reported to the AFP allegations of forged commonwealth documents which pertain to my service in the ADF.
Federal Agent XXXXXX responded to both of my complaints in September and December 2013. Agent XXXXX directed my complaints to the Inspector General of the Australian Defence Force (IGADF) and the Australian Defence Force Investigative Services (ADFIS). My chain of command refused to pass my complaint to those organisations and no investigation was conducted. I have since made my complaint direct to the IGADF and ADFIS and both organisation refuse to investigate my complaints.
I have since applied for protections under the Public Interest Disclosure Act 2014 (PIDA) and have made disclosures regarding the complaints detailed above as well as additional allegations of corruption and maladministration by Defence Legal and the Fraud Control and Investigations Branch formerly known as the Inspector General - Defence (IGD).
I request, once more, that the Australian Federal Police investigate these allegations.
