The Issue
PETITION TO THE CONGRESS OF THE UNITED STATES
For Oversight, Accountability, and the Preservation of Constitutional Government
To the Honorable Members of the United States Senate and House of Representatives:
We, the undersigned citizens of the United States, respectfully petition Congress, under our rights secured by the First Amendment to the Constitution, to investigate, restrain, and remedy abuses of executive power that threaten the balance of our constitutional republic.

WHEREAS,
The Constitution of the United States vests Congress with the power of oversight, appropriation, and impeachment, to ensure that the Executive executes the laws faithfully and within lawful bounds;
WHEREAS,
Recent conduct by the Executive Branch has demonstrated a sustained pattern of overreach and disregard for constitutional limits, including but not limited to:
1. The removal or intimidation of independent Inspectors General, career civil servants, and agency heads without cause or congressional notification, impairing lawful oversight;
2. Public statements and administrative actions asserting immunity from prosecution or judicial review for acts of the President, thereby placing the Executive above the law;
3. Coercive or retaliatory conduct toward the free press, independent regulators, and public employees, chilling free expression and undermining democratic transparency;
4. The acceptance of foreign gifts, benefits, or emoluments without the consent of Congress, contrary to Article I, Section 9 of the Constitution;
5. The misuse of federal law enforcement and National Guard units in domestic operations, raising grave concerns under the Posse Comitatus Act and the First and Fourth Amendments;
6. The designation of peaceful protesters or political dissenters as “terrorists” or “unpatriotic,” contrary to the protections of the Bill of Rights; and
7. The erosion of congressional checks and judicial independence through threats, coercion, and partisan subordination of oversight functions.

THEREFORE, WE THE PEOPLE DO HEREBY PETITION that Congress:
1. Conduct Immediate Oversight Hearings into the dismissal of Inspectors General and other independent officials, and restore statutory notice and approval requirements for such removals.
2. Reaffirm the Rule of Law by passing legislation clarifying that no official, including the President, is immune from criminal or civil accountability for acts committed under color of office.
3. Protect the Freedom of the Press by prohibiting any executive coercion, regulatory retaliation, or misuse of federal agencies to suppress lawful journalism.
4. Enforce the Emoluments Clauses through mandatory disclosure and review of any foreign gifts or benefits accepted by federal officials.
5. Preserve Civilian Authority by restricting domestic military deployments except as expressly authorized by Congress.
6. Guarantee Whistleblower and Career Service Protections for federal employees acting in good faith to uphold lawful duties.
7. Establish a Bipartisan Commission on Executive Power, to study and propose reforms ensuring that no future administration may erode checks and balances to this degree.

We urge each Member of Congress, regardless of party, to place fidelity to the Constitution above partisan loyalty, and to act swiftly to restore the public’s confidence in our institutions of self-government.

CONCLUSION
This petition is made peaceably, in good faith, and in full commitment to the rule of law. We seek not to overthrow or dissolve the Union, but to revive its founding principle: that no one is above the law, and that government derives its just powers from the consent of the governed.
