Con la presente Noi studenti dell’Università Svizzera Italiana (USI) chiediamo al Decanato e al Rettore Boas Erez di riprendere in considerazione le modalità di svolgimento della sessione d’esami invernale, per i motivi che spiegheremo di seguito.

Alla luce della situazione socio-sanitaria dovuta alla pandemia di COVID-19, crediamo siano necessarie misure di sicurezza idonee per il corretto ed equo svolgimento degli esami.

La petizione si articola nei seguenti punti:

1)    L’università è da sempre un luogo che fonda le proprie radici nei principi fondamentali quali uguaglianza e parità di trattamento. Per cui agli studenti deve essere garantita la possibilità di avere un accesso indiscriminato e senza eccezioni alla sessione esami. Motivo per cui siamo rimasti sorpresi quando con la mail firmata dal Rettore del 17 dicembre siamo venuti a conoscenza del fatto che “...qualora uno studente fosse positivo o ha avuto interazioni con persone positive potrà ritirarsi dall’esame”. Siamo convinti che questa comunicazione sia fortemente in contrasto con i principi sopra enunciati dal momento che, dato l’attuale andamento della curva pandemica e al periodo natalizio (caratterizzato da molti incontri conviviali in famiglia e non), molti studenti saranno costretti a rinunciare a uno o più esami perché positivi, o nel peggiore dei casi a causa di uno stretto contatto con una persona positiva. Una codizione di salute non può pregiudicare il corretto svolgimento della sessione o obbligare lo studente a posticiparla a 6 mesi.

2)    È necessario che l’università sia a conoscenza che nelle ultime settimane molti studenti sono risultati positivi o hanno avuto contatti con persone positive al di fuori dell’università continuando comunque a frequentare gli spazi universitari, senza comunicarlo alla segreteria come richiesto. Vogliamo credere, quindi, che la Vostra decisione sia stata presa anche a causa della mancanza di segnalazioni. Da persone che frequentano tutti i giorni l’università con una rete ampia di conoscenze garatiamo che siamo venuti a conoscenza di molti studenti positivi. È nostro dovere rispettare le regole di condotta per lo svolgimento degli esami, ma i dubbi sono tanti. Visto quanto successo non ci stupirebbe se uno studente nonostante sia risultato positivo o a seguito di un contatto (considerando le feste natalizie alle porte) possa presentarsi comunque all’esame, così da evitare di doverlo recuperare in una sessione successiva, per la quale sono già previsti altri esami.

3)    L’università ha comunicato che al termine della sessione, qualora si sia registrata una percentuale importante di assenze dovute al COVID-19 si potrebbe definire una sessione di recupero. Contenti di questa scelta crediamo che sia comunque ancora molto vaga, considerando che sarà messa in atto solo e soltanto se registrata questa presunta percentuale (non chiarendo quale essa sia). Questa decisione causa una forte insicurezza tra Noi studenti e potrebbe penalizzarci fortemente, in particolare gli iscritti all’ultimo anno di triennale e magistrale che di conseguenza devono preparareuna tesi e/o stage e hanno già programmato un possibile termine degli studi per quest’estate (eventuali disdette di appartamenti da inoltrare per tempo), ma dovranno posticipare la laurea.

4)    Come ultimo punto vorremmo discutere di coloro che sono considerati soggetti fragili o che convivono con questi. È possibile ci siano studenti e personale che possano essere più a rischio di altri o vivono con familiari in questa situazione. Le modalità previste dall’Università espongono fortemente a rischio un consistente numero di studenti. Riteniamo dunque inaccettabile doverci trovare a dover prendere una decisione che potrebbe cagionare danni alla nostra salute e a quella dei nostri cari. Crediamo fortenmente che in questo caso nessuno studente dovrebbe essere obbligato a presenziare.

Anche sostenendo un tampone poco prima di un esame non si ha la certezza di non aver contratto la malattia, le autorità sanitarie si sono più volte espresse sulla questione tamponi, dichiarando che essi non garantiscono una protezione sostanziale dal COVID, dal momento che sono gravati da un margine di errore non trascurabile.

Pertanto Vi chiediamo di rivedere la decisione riguardante le modalità di svolgimento della sessione esami, così da garantire, come di fatto è già stato fatto in passato, o come stanno facendo numerose Università svizzere, uno svolgimento della sessione in totale sicurezza e rispetto della nostra salute e dei nostri familiari; e soprattutto garantendo una parità sostanziale di trattamento tra noi studenti.

We, the students of Università Svizzera Italiana (USI), ask the Dean's Office and the Rector Boas Erez to reconsider the way the winter exam session will be held, for the reasons we will explain below.

In light of the socio-sanitary situation due to the COVID-19 pandemic, we believe that appropriate security measures are necessary for the proper and fair conduct of the exams.

The petition consists of the following points:

1)    The university has always been a place rooted in fundamental principles such as equality and equal treatment. Therefore, students must be guaranteed the possibility to have indiscriminate access without exception to the exam session. This is why we were surprised when with the email signed by the Rector on December 17th, we learned that "...if a student is positive or has had interactions with positive people he/she can withdraw from the exam". We are convinced that this communication is strongly in contrast with the principles stated above since, given the current trend of the pandemic curve and the Christmas period (characterized by many convivial meetings with family and not), many students will be forced to give up one or more exams because positive, or in the worst case because of a close contact with a positive person. A health condition cannot jeopardize the proper conduct of the session or force the student to postpone it for 6 months.

2)    It is necessary for the university to be aware that in recent weeks many students have tested positive or have had contact with positive people outside the university while continuing to attend university spaces, without reporting it to the secretariat as required. We want to believe, therefore, that your decision was also made because of the lack of reporting. As people who attend the university every day with a wide network of acquaintances, we guarantee that we have become aware of many positive students. It is our duty to respect the rules of conduct for the conduct of exams, but there are many doubts. Considering what has happened, we would not be surprised if a student, despite having tested positive or following a contact (considering the Christmas holidays just around the corner), could still present himself at the exam, to avoid having to make up for it in a subsequent session, for which other exams are already scheduled.

3)    The university has communicated that at the end of the session, if an important percentage of absences due to COVID-19 has been recorded, a recovery session could be defined. We are happy with this choice, but we believe that it is still very vague, considering that it will be implemented only if this presumed percentage is recorded (without clarifying what it is). This decision causes a strong insecurity among us students and could strongly penalize us, in particular those enrolled in the last year of triennial and magistral programs who consequently have to prepare a thesis and/or internship and have already planned a possible end of studies for this summer (possible apartment cancellations to be forwarded in time), but will have to postpone their graduation.

4)    As a final point, we would like to talk about those who are considered fragile subjects or who live with them. It is possible that there are students and staff who may be more at risk than others or who are living with family members in this situation. The ways in which the University provides for this greatly expose a substantial number of students to risk. We therefore believe that it is unacceptable to have to make a decision that could cause harm to our health and the health of our loved ones. We strongly believe that in this case no student should be forced to attend.

Even if you take a swab just before an exam, you cannot be sure of not having contracted the disease. Health authorities have repeatedly expressed themselves on the issue of swabs, declaring that they do not guarantee substantial protection from COVID, since they are burdened by a non-negligible margin of error.

Therefore, we ask you to revise the decision regarding the modalities of the exam session, to guarantee, as in fact has already been done in the past, or as many Swiss Universities are doing, a session in total safety and respect for our health and that of our families; and above all guaranteeing substantial equality of treatment among us students.
