Debbie’s Law – Make Causing Mental Distress Leading to Suicide a Criminal Offence
The Issue
My name is Dannii Summers, and I’m calling for legislative reform to prevent further tragedies like the one that claimed my mother’s life.
In July 2025, my beloved mum Debbie, a 52-year-old retired nurse and grandmother, took her own life after experiencing relentless emotional distress and feeling unsupported by the very systems that should have protected her.
Despite raising the alarm multiple times, My mum felt she was failed at every level:
She reported her concerns to police but felt no meaningful action was taken.she kept what she was going through away from me her daughter she was always a happy funny strong woman around me , and that has carried me through life and she kept them values .. she was from a generation that didnt disclose mental health. She just trusted in the professional systems
She pleaded with her GP for mental health support but felt she was met with indifference and no urgent referral or care. Put on her report as "low mood" just 4 weeks before she took her own life
She highlighted her distress to the police and gps even local people she lived by all knew what was happening to her (apart from me) 😢 which i found more when on her phone and then seeing her last video she recorded for me to see.. yet no safeguarding or protection was ever put in place.
No one stepped in. No one listened. She felt ignored until it was too late.she didnt die with dignity she deserved,
Before her death, Debbie recorded a heartbreaking video describing her suffering, isolation, and the pain she felt in her final days.and how proud of me she was and how much she loved me and her grandchildren so much 💔 she didnt want to go but she felt it was the only way for peace and that she will always be that bright shining star in the sky 💔 her last words "ok baby girl, I love you" 😢 😭
We are demanding the creation of Debbie’s Law:
> To introduce an automatic criminal charge if a person has suffered ongoing bullying, harassment, or emotional abuse that caused them severe distress leading to their suicide.
This law would also compel safeguarding responsibilities for:
Housing agencies and landlords
Medical professionals
Law enforcement bodies
Especially in cases involving disabled or vulnerable individuals living alone.
Mental cruelty can be lethal. When someone ends their life due to sustained emotional distress, there must be accountability. No more brushing these deaths aside. No more “nothing we could do.” Debbie’s death was preventable and so are countless others like hers.
