Ban sale of noise-making fireworks to the general public.

The Issue

The effect from noisy fireworks affects households with noise-phobic children or pets for many weeks surrounding events such as New Year, Halloween, Christmas, Diwali, Eid and so on, not to mention weddings and birthday celebrations throughout the year. Fireworks are let off on many consecutive nights causing great anguish to those affected. If the General Public could only obtain silent fireworks then their enjoyment would not be diminished with the bonus of not affecting their neighbours. Noisy fireworks would then only be available for pre-organised public displays so people could plan how to deal with noise-phobic children and pets in advance of the problem. It seems to be a quite simple solution to a problem for many households who wish to use fireworks without distressing any people nearby who have issues with the noise.
