Ban cyclists in groups larger than 4

The Issue

Living in a coastal commuter town cyclists can frequently be seen going from the big city to my small town. When cyclists travel in small groups they can safely be over taken by motorists, however we frequently get groups of cyclists in excess of 20. This leads to a massive tail back of frustrated motorists, which can lead to poor decision making and dangerous situations. We get cyclists travelling three abreast and often more than 6 bike lengths. Overtaking can rarely be achieved safely. I'd like to petition that cyclists travel in groups of no large than 4 cyclists and travelling no more than two abreast.
