I discovered something scary on Saturday.....

A police constable told me with a straight face that I can't bring a case of stalking and harassment against my aggressor's continuing harassment of me and my father because each previous individual attack over the last month has already been separately investigated and closed, so now these attacks cannot be used as evidence in any other investigations.

As the police have also instructed us to report every instance of the course of conduct to evidence stalking and harassment!

 This effectively means they never have to charge anyone with stalking and harassment, except in the most outrageous cases or when nothing is reported until the whole series is presented in one go.

I think this explains why we see so few reported cases in the media.

Yes, this concept is completely crazy and stupid but if this is the unofficial procedure the average Bobby's actually follow, it would explain why it's so little action is ever taken, regardless of what the law actually says or what you may read in the papers about whatever systems or initiatives they have.
