CSU's Fair Parking for Frankston Campaign
The issue
The Chisholm Student Union calls upon Frankston City to take immediate and urgent action to remedy the issues outlined in this brief, without delay. On average $10,000 per month is stolen from students and educators of Chisholm Institute by these nonsensical restrictions.
Between February 2024 and May 2025, over 1,177 fines were issued for ‘Stopped in a permit zone’ in this parking lot, equating to over $140,000. The vast majority of these infringements were given to students who know no better and were victims of unclear signage and regulations. The Chisholm Student Union’s ‘Fair Parking for Frankston’ campaign has consisted of a large level of research, testimonials, interviews, and engagement throughout Chisholm’s students and staff to develop the amendments we propose through this brief and petition.
The ‘Fair Parking for Frankston’ campaign was launched by the Chisholm Student Union (CSU) to stand up for the countless students who have been taken advantage of by unfair parking restrictions at Chisholm Institute’s Frankston Campus.
While the restrictions themselves in the parking lot make little sense, the signage becomes even more confusing for students who aren’t from Frankston. As a major hub of education in the South East, Chisholm’s Frankston campus attracts students from across our region. A large proportion of students enrolled at Chisholm Frankston are not originally from Frankston, and do not know what ‘PARC’ is.
The signage in the area reads ‘PARC Permit’, however our team believes that this is not sufficient for students who are not aware of where or what our Aquatic Centre is. As students know they have a permit to park at Chisholm, there is no reason for them to believe they would be unable to park in this area that is directly outside the entrance to Chisholm.
Following consultation with both students and educators of Chisholm Institute, the Chisholm Student Union makes the following recommendations to Frankston City in regard to the issue of unfair parking at Chisholm Frankston’s Building C:
- Convert the ‘PARC Permit’ zone directly outside of Chisholm Building C
into a permit zone for solely Chisholm Institute or; -
Convert the ‘PARC Permit’ zone directly outside of Chisholm Building C
into a permit zone for both PARC and Chisholm Institute, in line with the rest of the parking zone and; - Until formal action is taken by the relevant department, provide an
initial warning in lieu of fines for first-time offenders who also hold a valid Chisholm parking permit and; -
In future, adopt a threshold for audit of a parking lot where the amount
of fines being issued is excessive to ensure clarity and fairness.
