Proposed Downing Street Speech. 9th August 2026 at 1.30pm

Three years ago, when my wife and I watched our 30-year-old son Balram die, I made two promises.

Three years ago, when I watched my 30-year-old son Balram die with my wife and I made two promises.

The first promise was to Balram.

I promised my son that his daddy would not let the horror of his suffering and death go unheard. I promised him that I would honour the angel he was by doing everything I could to prevent anyone, and any family, from enduring what he endured and what we endured. This is what Balram would have wanted. He loved everyone, and I don’t know anyone who didn’t love him.

The second promise was to his mother, my wife.

I saw the expression on her face. It said to me:

“How on God’s earth could this have happened to our baby?”

With tears streaming down my face, and with my heart broken, I said:

“I don’t know, darling. But I am going to get to the bottom of this.”

Two years ago, on the first anniversary of Balram’s death, I attended Downing Street and handed the Prime Minister a petition with more than 44,000 signatures.

That petition asked for a simple but vital reform:

Create an independent body to investigate complaints against NHS staff and NHS bodies.

Today, two years later, on the third anniversary of Balram’s death, I return to Downing Street with a 4,300-page National Public Accountability Dossier.

This dossier has been created after pursuing 31 accountability routes and institutional processes, including 10 Judicial Reviews and numerous other legal routes, all as a Litigant in Person.

I ask Parliament and the Government to see clearly the central conclusion of this dossier:

Every organisation responsible for protecting patients, investigating concerns or providing accountability failed, within its own remit, to provide clear, independent and effective answers to the serious questions we raised.

That is why we say the creation of a truly independent body to investigate complaints against NHS staff and NHS bodies is now required — particularly where cases involve death, disability, lack of capacity, family advocacy and institutional accountability.

This is not only because the evidence in Balram’s case demonstrates the need for reform.

It is also because more than 44,000 people supported the petition.

It is because of the thousands of communications with people describing similar tragedies and supporting this reform.

And it is because the national statistics themselves echo the need for change.

Statistics like these:

Adults with a learning disability die at a median age of 62.8 years, compared with 81.8 years in the general population — a gap of approximately 19 years. 

39% of deaths of people with a learning disability are assessed as avoidable, compared with 21.1% in the general population. 

56.9% of people with a learning disability die before the age of 65, compared with 14.8% of the general population. 

People with a learning disability are approximately four times more likely to die prematurely than expected. 

For people with learning disabilities from ethnic minority backgrounds, the reported average age at death is approximately 34 years. 

Balram died aged 30. 

So today I ask Parliamentarians and the Government:

Please read the dossier.

Scrutinise it.

Read the 102 documentary episodes that tell the story before anyone even analyses the litigation.

Prime Minister, you come across to me as someone who understands ordinary people — ordinary families, ordinary mothers and fathers, and the pain people carry when systems fail them.

Please initiate the steps necessary to ensure that the cries of your people, following tragedies as horrifying as this, are heard.

It means so much to my family.

It means so much to Balram.

And I believe it means something to many people across our country who are still waiting to be heard.
