Consider the United States, where similar registries have been implemented in Tennessee and Cook County, Illinois. These registries have already started showing positive results in deterring would-be abusers and have proven to be invaluable in keeping communities informed and vigilant.

This database could be accessed by animal shelters, kennels, pet stores, and law enforcement, ensuring complete cooperation and transparency across the board. Each case of abuse that lands a person on this list would be carefully reviewed with stipulated criteria for removal to protect against false accusations while maintaining the integrity of the system.
