The Issue
My family and I are living in fear due to the actions of Officer Plyler. He harasses us without cause, and it's something that affects us every day in the Catawba tribal community. His presence looms over us, as he drives slowly by our home, casting an intimidating shadow. His glaring eyes follow us, creating an atmosphere of unease and terror. Recently, he unjustifiably banned me from the reservation where my spouse and kids live. This impacts our daily lives, as I do everything I can to support our family, providing care to our children and even helping her grandmother's husband after a stroke.
We are not alone. Many in our community have experienced or witnessed similar incidents of unjust power wielded by those meant to protect and serve us. It's not just a personal issue—it's a community-wide concern. When the protectors become the aggressors, our entire sense of safety and trust erodes.
There is an urgent need for a fair and transparent process to review complaints of police harassment within our community. The introduction of a clear, written complaint process with defined timelines will ensure that claims of repeated abuse are investigated properly and that those in power are held accountable.
Several similar-sized communities across the United States have implemented such systems with success. For example, in Spokane, the police department developed a structured complaint system that, according to a study by The Journal of Community Safety and Well-Being, reduced incidents of officer misconduct by 15% within the first year.
We propose the implementation of a standardized policy within the Catawba Tribal Council which provides:
1. A clear, written complaint procedure accessible to all community members.
2. Defined timelines for each stage of the investigation process.
3. An independent review board comprising community members to oversee the investigation outcomes.
4. Regular public updates on the status of complaints and resolutions.
