À l’attention de la FIFA, de son Président Gianni Infantino et de son Conseil
En 2030, des milliards de regards seront tournés vers la Coupe du monde, coorganisée notamment par le Maroc.
Mais derrière les stades, les cérémonies, les caméras et la vitrine offerte au monde, une autre réalité est dénoncée depuis des années par des défenseurs et organisations de protection animale : le sort réservé aux chiens errants au Maroc.
Des organisations de protection animale ont signalé des captures et des mises à mort de chiens errants et ont directement interpellé la FIFA sur la situation à l’approche de la Coupe du monde 2030.
Nous refusons qu’un événement censé célébrer le sport, le rassemblement et le respect puisse être associé à la souffrance et à la disparition d’animaux dont le seul crime est d’être nés dans la rue.
Et nous refusons le silence.
UNE LOI DE « PROTECTION » QUI INTERROGE
Le Maroc a adopté la loi n°19.25 relative à la protection des animaux errants, à leur prise en charge et à la prévention des dangers qu’ils peuvent représenter.
Cette loi prévoit notamment des dispositifs de prise en charge, d’identification, de vaccination, de soins et de contrôle de la reproduction des animaux errants.
Mais elle prévoit également des restrictions concernant le fait d’héberger, nourrir ou soigner des animaux errants dans l’espace public, assorties, dans certaines circonstances, de sanctions.
Alors nous posons une question simple :
Quand aider un animal affamé devient un problème, où est passée la protection ?
Au XXIe siècle, l’errance animale doit être combattue par la stérilisation, la vaccination, l’identification, les soins, les refuges et l’adoption.
Pas par la violence.
Pas par la faim.
Pas par l’élimination.
LES CHIENS NE SONT PAS DES NUISANCES À FAIRE DISPARAÎTRE AVANT 2030
À l’approche de la Coupe du monde, le Maroc souhaite naturellement présenter au monde des villes accueillantes et modernes.
Mais un chien errant n’est ni une nuisance esthétique, ni un élément gênant du décor que l’on pourrait simplement faire disparaître pour offrir une image plus présentable aux touristes et aux caméras.
C’est un être vivant.
Et le contraste choque : alors que des déchets peuvent rester visibles dans certaines rues, ce sont des êtres vivants que l’on accuse de salir l’image du pays.
Les déchets se ramassent.
Les rues se nettoient.
Les animaux, eux, se protègent.
FIFA : COMBIEN DE TEMPS ENCORE LE SILENCE ?
Nous ne demandons pas à la FIFA de gouverner le Maroc.
Nous lui demandons d’assumer la responsabilité morale liée à l’immense influence que représente l’attribution et l’organisation d’une Coupe du monde.
Le football parle de respect, de fraternité et de valeurs universelles.
Ces valeurs ne peuvent pas s’arrêter aux portes des stades.
Nous demandons donc à la FIFA :
- De condamner publiquement toute campagne de mise à mort d’animaux destinée à préparer ou embellir les villes accueillant la Coupe du monde 2030 ;
- D’exiger des autorités concernées des garanties écrites et vérifiables concernant le traitement des chiens errants ;
- De demander un suivi indépendant de la situation ;
- De soutenir exclusivement des solutions éthiques : stérilisation, vaccination, identification, soins, refuges et adoption ;
- D’exiger la publication de données transparentes sur le devenir des animaux capturés ;
- Et de faire de la protection des animaux errants un véritable engagement lié à l’héritage de la Coupe du monde 2030.
LE MONDE REGARDE
Les images et témoignages circulent désormais au-delà des frontières marocaines.
Ils provoquent indignation, colère et dégoût, alimentent des appels au boycott touristique et peuvent porter gravement atteinte à l’image internationale d’un pays qui investit massivement pour accueillir le monde en 2030.

But behind the stadiums, the ceremonies, the cameras and the image presented to the world, another reality has been denounced for years by animal advocates and animal welfare organisations: the fate of stray dogs in Morocco.
Animal welfare organisations have reported the capture and killing of stray dogs and have directly called on FIFA to address the situation as the 2030 World Cup approaches.
We refuse to accept that an event meant to celebrate sport, unity and respect could be associated with the suffering and disappearance of animals whose only crime is having been born on the streets.
And we refuse to remain silent.
A “PROTECTION” LAW THAT RAISES QUESTIONS
Morocco has adopted Law No. 19.25 concerning the protection of stray animals, their care and the prevention of the risks they may pose.
This law notably provides for measures concerning the care, identification, vaccination, treatment and reproductive control of stray animals.
However, it also provides for restrictions on sheltering, feeding or treating stray animals in public spaces, with penalties applicable under certain circumstances.
So we ask one simple question:
When helping a hungry animal becomes a problem, what has happened to protection?
In the 21st century, stray animal populations should be managed through spaying and neutering, vaccination, identification, veterinary care, shelters and adoption.
Not through violence.
Not through starvation.
Not through elimination.
DOGS ARE NOT NUISANCES TO BE MADE TO DISAPPEAR BEFORE 2030
As the World Cup approaches, Morocco naturally wants to present modern and welcoming cities to the world.
But a stray dog is neither an aesthetic nuisance nor an inconvenient part of the scenery that can simply be made to disappear in order to present a more appealing image to tourists and cameras.
It is a living being.
And the contrast is shocking: while waste can remain visible in some streets, living beings are the ones accused of damaging the country’s image.
Waste is collected.
Streets are cleaned.
Animals are protected.

We are not asking FIFA to govern Morocco.
We are asking FIFA to assume the moral responsibility that comes with the immense influence involved in awarding and organising a World Cup.

To publicly condemn any campaign to kill animals intended to prepare or beautify the cities hosting the 2030 World Cup;
To demand written and verifiable guarantees from the relevant authorities concerning the treatment of stray dogs;
To request independent monitoring of the situation;
To support exclusively ethical solutions: spaying and neutering, vaccination, identification, veterinary care, shelters and adoption;
To demand the publication of transparent data regarding what happens to captured animals;
And to make the protection of stray animals a genuine commitment linked to the legacy of the 2030 World Cup.

Images and testimonies are now circulating far beyond Morocco’s borders.
They are provoking outrage, anger and disgust, fuelling calls for tourism boycotts and potentially causing serious harm to the international image of a country investing heavily to welcome the world in 2030.

You can spend fortunes on communication.
But no advertising campaign will ever erase images of animal suffering.
And no World Cup should require animals to disappear in order for the celebration to look beautiful.

أما الحيوانات، خاصها تتحمى.

حنا ما كنطلبوش من FIFA تحكم المغرب.
كنطلبو منها تتحمل المسؤولية الأخلاقية المرتبطة بالنفوذ الهائل اللي كيمثل منح وتنظيم كأس العالم.
كرة القدم كتهضر على الاحترام، الأخوة والقيم العالمية.
هاد القيم ما خاصهاش توقف عند أبواب الملاعب.
لهذا كنطالبو FIFA:
تدين علناً أي حملة لقتل الحيوانات بهدف تحضير أو تجميل المدن اللي غادي تستقبل كأس العالم 2030؛
تطلب من السلطات المعنية ضمانات مكتوبة ويمكن التحقق منها بخصوص طريقة التعامل مع الكلاب الضالة؛
تطلب مراقبة مستقلة للوضع؛
تدعم فقط الحلول الأخلاقية: التعقيم، التلقيح، التعريف، العلاج، الملاجئ والتبني؛
تطلب نشر معطيات واضحة وشفافة حول مصير الحيوانات اللي كيتم القبض عليها؛
وتجعل حماية الحيوانات الضالة التزاماً حقيقياً مرتبطاً بإرث كأس العالم 2030.
العالم كيشوف
الصور والشهادات دابا كيدورو خارج حدود المغرب.
وكيخلقو الغضب، الصدمة والقرف، وكيساهمو فدعوات لمقاطعة السياحة، ويقدرو يضرو بشكل كبير بصورة بلد كايستثمر بزاف باش يستقبل العالم فـ2030.
يمكن تبنيو الملاعب.
يمكن تصلحو الشوارع.
يمكن تعلقو آلاف الأعلام.
يمكن تصرفو ثروات كبيرة على التواصل والصورة.
ولكن حتى حملة إشهارية ما غادي تقدر تمحي صور معاناة الحيوانات.
وحتى كأس العالم ما خاصهاش تحتاج أن الحيوانات تختافي باش تكون الاحتفالات جميلة.
FIFA، العالم كيشوف.
شحال من حيوان خاصو يبقى يعاني قبل ما يسالي هاد الصمت؟
