En 2030, le Maroc accueillera une partie de la Coupe du monde de football. Mais derrière les stades, les cérémonies et l'image offerte au monde, une réalité alarmante est dénoncée : les captures, les mauvais traitements et les mises à mort de chiens et de chats errants.
Des témoignages récents font état d'une intensification de ces pratiques : animaux empoisonnés, abattus par balles, brûlés ou détenus dans des conditions préoccupantes. Des captures sur des propriétés privées ont également été signalées, ainsi que la disparition présumée d'un chat domestique stérilisé et identifié.
Ces signalements exigent des enquêtes indépendantes et des réponses immédiates.
2019 : SEPT ANS APRÈS L'ACCORD TVNR, OÙ SONT LES RÉSULTATS ?
En 2019, les autorités marocaines ont signé une convention prévoyant la capture, la stérilisation, la vaccination contre la rage et le retour des animaux dans leur environnement (TVNR).
Sept ans plus tard, des associations dénoncent une application très insuffisante de ce programme.
Combien de chiens et de chats ont été stérilisés et vaccinés ? Quels budgets ont été dépensés ? Que sont devenus les animaux capturés ?
Nous exigeons un bilan national transparent et vérifiable.

Le Coran rappelle dans la sourate Al-An'am (6:38) que les animaux forment des communautés comme les humains.
Dans un hadith authentique, un homme obtient le pardon de Dieu pour avoir donné à boire à un chien assoiffé (Sahih al-Bukhari, 2363).
Dans un autre, une femme est châtiée pour avoir enfermé une chatte sans la nourrir (Sahih Muslim, 2242).

2. L'application effective du TVNR : stérilisation, vaccination, identification, soins et retour sur site lorsque cela est possible et sûr.
3. La publication des budgets et des résultats depuis 2019, ainsi que la traçabilité des animaux capturés.
4. Des contrôles indépendants des fourrières et la protection des animaux identifiés ou appartenant à des particuliers.
5. Le réexamen des restrictions à l'aide aux animaux, afin que les gestes de secours ne soient pas injustement sanctionnés.
6. Un engagement public et vérifiable de la FIFA, utilisant son influence pour promouvoir des solutions humaines avant 2030.

In 2019, Moroccan authorities signed an agreement providing for trapping, neutering, rabies vaccination and return to the animals' environment (TVNR).
Seven years later, animal welfare organisations report seriously inadequate implementation.
How many dogs and cats have been sterilised and vaccinated? What budgets have been spent? What happened to the captured animals?
We demand a transparent and verifiable national report.

5. A review of restrictions on helping animals, so that acts of rescue are not unfairly punished.
6. A public, verifiable commitment from FIFA to use its influence to promote humane solutions before 2030.
We are not asking FIFA to govern Morocco. We are asking FIFA to assume its moral responsibility.
Football stands for respect, fraternity and universal values.

عندما تصبح مساعدة حيوان جائع مشكلة، فأين اختفت الحماية؟

القرآن الكريم ليس قائمة طعام نختار منها ما يعجبنا ونترك ما لا يناسبنا!
الرحمة لا ينبغي أن تبقى مجرد كلمات. بل يجب أن تتحول إلى أفعال.
الحكومة المغربية والفيفا: نطالب بأفعال حقيقية!
نطالب بما يلي:
1. وقف القتل العشوائي للكلاب والقطط وفتح تحقيقات مستقلة بشأن أعمال العنف المبلغ عنها.
2. التطبيق الفعلي لبرنامج TVNR: التعقيم والتلقيح والتعريف بالحيوانات والرعاية البيطرية وإعادتها إلى بيئتها عندما يكون ذلك ممكناً وآمناً.
3. نشر الميزانيات والنتائج منذ عام 2019، وضمان إمكانية تتبع مصير الحيوانات التي يتم الإمساك بها.
4. إجراء مراقبة مستقلة لمرافق احتجاز الحيوانات وحماية الحيوانات المعروفة الهوية والمملوكة لأفراد.
5. مراجعة القيود المفروضة على مساعدة الحيوانات، حتى لا تُعاقب أعمال الإنقاذ ظلماً.

نحن لا نطلب من الفيفا أن تحكم المغرب. بل نطالبها بتحمل مسؤوليتها الأخلاقية.

نطالب بنشر حصيلة وطنية شفافة وقابلة للتحقق.
كما يثير القانون رقم 19.25 مخاوف بشأن القيود المفروضة على مساعدة الحيوانات الضالة.
عندما تصبح مساعدة حيوان جائع مشكلة، فأين اختفت الحماية؟
إن سلامة المواطنين والوقاية من داء الكلب أمران ضروريان، لكنهما لا يبرران القتل الجماعي.
ليس بالعنف. ليس بالتجويع. وليس بالإبادة.
الحيوانات ليست مصدر إزعاج يجب إخفاؤه قبل عام 2030
الكلب أو القط الضال ليس عنصراً مزعجاً يمكن التخلص منه لتقديم صورة أكثر جاذبية للسياح.
النفايات تُجمع. الشوارع تُنظف. أما الحيوانات فتُحمى.
المدينة الحديثة تُقاس أيضاً بالطريقة التي تعامل بها الكائنات الحية الأكثر ضعفاً.
القرآن الكريم يدعو أيضاً إلى الرحمة
يذكرنا القرآن الكريم في سورة الأنعام (6:38) بأن الحيوانات أمم مثل البشر.
وفي حديث صحيح، غفر الله لرجل سقى كلباً عطشاناً (صحيح البخاري، 2363).
وفي حديث آخر، عُذبت امرأة لأنها حبست قطة ولم تطعمها (صحيح مسلم، 2242).
القرآن الكريم ليس قائمة طعام نختار منها ما يعجبنا ونترك ما لا يناسبنا!
الرحمة لا ينبغي أن تبقى مجرد كلمات. بل يجب أن تتحول إلى أفعال.
الحكومة المغربية والفيفا: نطالب بأفعال حقيقية!
نطالب بما يلي:
1. وقف القتل العشوائي للكلاب والقطط وفتح تحقيقات مستقلة بشأن أعمال العنف المبلغ عنها.
2. التطبيق الفعلي لبرنامج TVNR: التعقيم والتلقيح والتعريف بالحيوانات والرعاية البيطرية وإعادتها إلى بيئتها عندما يكون ذلك ممكناً وآمناً.
3. نشر الميزانيات والنتائج منذ عام 2019، وضمان إمكانية تتبع مصير الحيوانات التي يتم الإمساك بها.
4. إجراء مراقبة مستقلة لمرافق احتجاز الحيوانات وحماية الحيوانات المعروفة الهوية والمملوكة لأفراد.
5. مراجعة القيود المفروضة على مساعدة الحيوانات، حتى لا تُعاقب أعمال الإنقاذ ظلماً.
6. التزام علني وقابل للتحقق من الفيفا باستخدام نفوذها لدعم الحلول الإنسانية قبل عام 2030.
نحن لا نطلب من الفيفا أن تحكم المغرب. بل نطالبها بتحمل مسؤوليتها الأخلاقية.
كرة القدم تقوم على الاحترام والأخوة والقيم العالمية.
هذه القيم لا يمكن أن تتوقف عند أبواب الملاعب!
العالم يراقب. الحيوانات لا تعرف الحدود.
يمكن بناء الملاعب وتجديد الشوارع وتعليق آلاف الأعلام وإنفاق ثروات على الدعاية.
لكن لا توجد حملة إعلانية تستطيع محو صور معاناة الحيوانات.
ولا ينبغي لأي كأس عالم أن تتطلب اختفاء الحيوانات حتى تبدو الاحتفالات جميلة.
لأن الكلب يستحق الحياة. ولأن القط يستحق الاحترام نفسه. ولأن الرحمة لا ينبغي أن تُعاقب.
لا ملعب ولا كأس ولا بطولة كأس عالم تستحق أن يكون ثمنها القسوة على الحيوانات!
