De faire cesser les abattages arbitraires et les actes de cruauté, et de faire enquêter sur les violences signalées ;
De déployer réellement, à grande échelle, des programmes TVNR accompagnés de soins vétérinaires, d’identification et de suivi ;
De publier des données accessibles et vérifiables sur les captures, les stérilisations, les vaccinations, les décès, les budgets et le devenir des animaux ;
D’associer les vétérinaires et les associations de protection animale à la mise en œuvre et au contrôle de ces dispositifs ;
De réexaminer les restrictions à l’aide apportée aux animaux dans l’espace public, afin qu’un geste de secours ne soit pas traité comme une faute ;
De condamner publiquement toute campagne de mise à mort d’animaux destinée à préparer ou embellir les villes accueillant la Coupe du monde 2030 ;
D’exiger des autorités concernées des garanties écrites et vérifiables concernant le traitement des chiens errants ;
De demander un suivi indépendant de la situation ;
De soutenir exclusivement des solutions éthiques : stérilisation, vaccination, identification, soins, refuges et adoption ;
D’exiger la publication de données transparentes sur le devenir des animaux capturés ;
WORLD CUP 2030: FIFA AND MOROCCAN AUTHORITIES, STOP THE KILLING OF STRAY DOGS!
To FIFA, its President Gianni Infantino and the FIFA Council, as well as the Government of the Kingdom of Morocco and the Moroccan Ministry of the Interior.
In 2030, billions of eyes will be turned toward the FIFA World Cup, co-hosted notably by Morocco.
But behind the stadiums, the ceremonies, the cameras and the image presented to the world, another reality has been denounced for years by animal advocates and animal welfare organisations: the fate of stray dogs in Morocco.
Animal welfare organisations have reported the capture and killing of stray dogs and have directly called on FIFA to address the situation as the 2030 World Cup approaches.
We refuse to accept that an event meant to celebrate sport, unity and respect could be associated with the suffering and disappearance of animals whose only crime is having been born on the streets.
And we demand action.
A “PROTECTION” LAW THAT RAISES QUESTIONS
Morocco has adopted Law No. 19.25 on the protection of stray animals and the prevention of the risks they may pose.
This law notably provides for measures concerning the care, identification, vaccination, treatment and reproductive control of stray animals.
However, it also provides for restrictions on sheltering, feeding or treating stray animals in public spaces, with penalties applicable under certain circumstances.
So we ask one simple question:
When helping a hungry animal becomes a problem, what has happened to protection?
Preventing rabies and protecting residents, especially children, are essential. But public safety and animal welfare are not opposing goals. Both require lasting, humane and transparent public policies.
In the 21st century, stray animal populations should be managed through spaying and neutering, vaccination, identification, veterinary care, shelters and adoption.
Not through violence.
Not through starvation.
Not through elimination.
2019: A TVNR AGREEMENT — BUT WHERE ARE THE RESULTS?
In 2019, a framework agreement was signed by Morocco's Ministry of the Interior, Ministry of Health, National Office for Food Safety (ONSSA) and National Order of Veterinarians. It envisaged a humane approach to managing stray animals, including trapping, neutering, vaccination and return to their environment (TVNR).
Some local operations have taken place, but animal welfare organisations describe TVNR implementation as virtually non-existent in many areas. Seven years after that commitment, where is the national assessment? Where are the figures on sterilisation and vaccination, the resources actually deployed, and the records showing what happened to the animals?
Announcing a programme is not enough. It must be implemented, publicly accounted for and independently verifiable.
DOGS ARE NOT NUISANCES TO BE MADE TO DISAPPEAR BEFORE 2030
As the World Cup approaches, Morocco naturally wants to present modern and welcoming cities to the world.
But a stray dog is neither an aesthetic nuisance nor an inconvenient part of the scenery that can simply be made to disappear in order to present a more appealing image to tourists and cameras.
It is a living being.
And the contrast is shocking: while waste can remain visible in some streets, living beings are the ones accused of damaging the country’s image.
Waste is collected.
Streets are cleaned.
Animals are protected.
MOROCCAN GOVERNMENT: THE RESPONSIBILITY IS YOURS
Stray dogs are not responsible for delays or failures in public policy. The authorities must protect both public safety and animal welfare.
We call on the Government of the Kingdom of Morocco, the Ministry of the Interior and the relevant local authorities:
To stop arbitrary killings and acts of cruelty, and investigate reported abuses;
To implement TVNR programmes on a meaningful scale, with veterinary care, identification and follow-up;
To publish accessible, verifiable data on captures, sterilisation, vaccination, deaths, budgets and the fate of animals taken off the streets;
To involve veterinarians and animal welfare organisations in implementation and oversight;
To reconsider restrictions on helping animals in public spaces, so that an act of rescue is not treated as wrongdoing;
To prevent rabies and protect people without using violence as a method of animal population management.
These demands are directed at the people who make decisions and control resources — not at the animals who bear the consequences.
FIFA: STEPS HAVE BEEN TAKEN — BUT WHERE ARE THE GUARANTEES?
According to the International Animal Welfare and Protection Coalition (IAWPC), FIFA helped submit a proposed revision of Draft Law 19.25 to the Moroccan authorities in November 2025. We acknowledge that step. But since the law was adopted in 2026, what public guarantees, oversight and tangible results can be shown in response to continuing reports of abuse?
We are not asking FIFA to govern Morocco.
We are asking FIFA to assume the moral responsibility that comes with the immense influence involved in awarding and organising a World Cup.
Football speaks of respect, fraternity and universal values.
Those values cannot stop at the stadium gates.
We therefore call on FIFA and its President Gianni Infantino:
To publicly condemn any campaign to kill animals intended to prepare or beautify the cities hosting the 2030 World Cup;
To demand written and verifiable guarantees from the relevant authorities concerning the treatment of stray dogs;
To request independent monitoring of the situation;
To support exclusively ethical solutions: spaying and neutering, vaccination, identification, veterinary care, shelters and adoption;
To demand the publication of transparent data regarding what happens to captured animals;
To make the protection of stray animals a genuine commitment linked to the legacy of the 2030 World Cup.
THE WORLD IS WATCHING: MOROCCAN AUTHORITIES AND FIFA MUST ACT
Images and testimonies are now circulating far beyond Morocco’s borders.
They are provoking outrage, anger and disgust, fuelling calls for tourism boycotts and potentially causing serious harm to the international image of a country investing heavily to welcome the world in 2030.
You can build stadiums.
You can renovate avenues.
You can hang thousands of flags.
You can spend fortunes on communication.
But no advertising campaign will ever erase images of animal suffering.
And no World Cup should require animals to disappear in order for the celebration to look beautiful.
FIFA, the Moroccan Government and the Ministry of the Interior: the world is watching.
How many more animals must suffer before verifiable action is taken?
We, the signatories of this petition, call on you to act now, before 2030.
Because a stray dog is a living being that deserves to be protected.
Because compassion should never be punished.
Because no stadium, no trophy and no World Cup is worth the price of cruelty.
FIFA AND MOROCCAN AUTHORITIES: THE WORLD IS WATCHING. HISTORY WILL REMEMBER YOUR ACTIONS, NOT YOUR PROMISES.

To stop arbitrary killings and acts of cruelty, and investigate reported abuses;
To implement TVNR programmes on a meaningful scale, with veterinary care, identification and follow-up;
To publish accessible, verifiable data on captures, sterilisation, vaccination, deaths, budgets and the fate of animals taken off the streets;
To involve veterinarians and animal welfare organisations in implementation and oversight;
To reconsider restrictions on helping animals in public spaces, so that an act of rescue is not treated as wrongdoing;
To publicly condemn any campaign to kill animals intended to prepare or beautify the cities hosting the 2030 World Cup;
To demand written and verifiable guarantees from the relevant authorities concerning the treatment of stray dogs;
To request independent monitoring of the situation;
To support exclusively ethical solutions: spaying and neutering, vaccination, identification, veterinary care, shelters and adoption;
To demand the publication of transparent data regarding what happens to captured animals;
