Ban all non-essential travel in East Maui during roadway construction along Hana Hwy.

Ban all non-essential travel in East Maui during roadway construction along Hana Hwy.
The Issue
This petition is established with urgent concern about the various roadwork operations and post flooding repairs being conducted at this time by Goodfellow Brothers and Prometheus Construction along the Hana Highway on the island of Maui. Over the last few weeks in conjunction with the recent summer season influx of visitor travel in East Maui, residence of the Hana region have been subjected to scenarios of extreme traffic hazards and immense danger.
In an attempt to limit the impact and frustrations, residents are petitioning the State of Hawaii to limit traffic to residents only, with an exception to visitors who have pre-arranged reservations for Wai‘ānapanapa State Park, Hāna hotel or other legitimate activities and accommodations in the region.
Community surveyors and data collection volunteers have reported that the traffic induced by the various stoplights related to the construction sites at Huelo and Kaumahina are creating intense gridlock scenarios further along the highway. Documentation from various residents depict being stalled for up to twenty minutes at particular points along the rural highway because of bumper to bumper traffic which is being amplified by visitor cars parked illegally at the corners of narrow bridges. Vehicles are being held up around blind turns, under areas that are significantly compromised and prone to land sliding. The traffic lights and lack visitor capacity controls are adding an aspect of endangerment to those in transit and the numbers of vehicles permitted along the roadway need to decrease immediately in order to resolve the issues at hand. The community very much appreciates and supports the road works being done and feel they are an utmost priority, however there should be no visitor (non-essential) travel along the Road to Hana when the roadway is under such severe reconstruction.
The various communities of East Maui are overwhelmed by the pressures that are building and we ask your support in signing this petition to encourage the County of Maui and State of Hawaii to alleviate this turmoil by enacting responsible visitor industry management mechanisms. We ask for a temporary ban on all non-essential travel along the Hana Highway as this would immediately alleviate the endangering circumstances being posed to human life and habitation along the Road to Hana, Maui.
