By the time the administrator has to decide whether to submit an application to IPart (before council elections) he REALLY needs to understand that the community DO NOT support a special rate variation. Council are aware of the numbers of people and their comments from this petition OVER 200 so far. Half the number they asked to do their statistically relevant or whatever survey they use to claim community support
