Investigators in the criminal justice system and on campus are expected to uncover the truth of the allegation. Which means asking lots of questions and pursuing leads without preconception or bias.

"Just the facts, ma'am," as they used to say.

So look at the picture of the four smiling police officers holding their "Start By Believing" signs, above. Have they forgotten the International Association of Chiefs of Police ethics code that requires:

“The law enforcement officer shall be concerned equally in the prosecution of the wrong-doer and the defense of the innocent. He shall ascertain what constitutes evidence and shall present such evidence impartially and without malice.” http://www.prosecutorintegrity.org/sa/ethics-codes/
