Right to Vote for Americans in Puerto Rico

The Issue

Americans born in Puerto Rico and living in Puerto Rico are not allowed to vote for the President.

It is also absurd that if an American born in Puerto Rico moves to any of the 50 States or DC, then that person is allowed to vote for the President and in all the elections of that State or DC.

Even more absurd, every four years Presidential candidates go to Puerto Rico to ask for their support. Why do they spend resources asking for Americans in Puerto Rico that can not vote?

The time has come to fix this problem and grant Americans living in Puerto Rico the right to vote for the President.

This could be done without making Puerto Rico a State.  This was done with the District of Columbia. DC is not a State and Americans born and living in DC were granted the right to vote for the President without Statehood.
