Congress: Launch an Independent Review of the Dissolved DOGE Agency

The Issue

The Department of Government Efficiency (DOGE)—a flagship agency under President Trump—was created to “cut waste and streamline bureaucracy.”

Instead, in just under a year, it laid off tens of thousands of federal workers, seized IT infrastructure, and claimed billions in unverified cost savings—all with almost no transparency, and now, no leadership.

Now, the agency is reportedly dissolved, without public notice or a full accounting of its impact. According to OPM Director Scott Kupor, “That doesn’t exist.” And yet, the changes it made—mass layoffs, contract cancellations, and internal restructuring—will continue to affect millions of Americans for years to come.

An agency that wielded this much power cannot be allowed to disappear without review.

The Senate Homeland Security & Governmental Affairs Committee
The Office of the Inspector General (OIG) at OPM and DOJ
To:

  • Launch an independent, bipartisan review of DOGE’s operations, layoffs, and spending claims.
  • Audit the agency’s cost-saving calculations and provide public transparency on any lasting changes to federal workforce systems.
  • Evaluate whether DOGE violated existing laws or improperly bypassed oversight mechanisms, particularly in relation to whistleblower complaints, veterans’ services, and data protection.
  • Hold public hearings where affected employees and leadership figures—including Elon Musk and former DOGE appointees—can testify.

DOGE was launched with sweeping power and bold promises. It failed to meet those promises, but its damage may last longer than its existence. Congress has a duty to investigate what happened—and ensure no future administration can quietly dismantle public systems behind closed doors.
