The city requires them to carry out extensive building work, including constructing 300 feet of sidewalk, curb/gutter, 13.5 ft of roadway, plus a traffic analysis and engineering/construction plans for the roadway before they can sell their own land. These unreasonable demands are a stumbling block to the family's pursuit of rebuilding their home destroyed tragically by a fire.
