"The law is an ass "

The phrase has been attributed to Charles Dickens as he used similar words in his novel Oliver Twist. Actually "the law is an ass" is from a play published, versus written by the English dramatist George Chapman in 1654 - Revenge for Honour.
The actual source is uncertain. However, it is hard to believe that we cannot use our own in-house gym or pool for no certain scientific reason.
