The November 3, 2026 election is approaching, and county elections officials must begin mailing vote-by-mail ballots no later than October 5.

If you want to vote on Measures U, V and W, now is the time to make sure you are properly registered and eligible.

There is an important distinction: having a Banning mailing address or a 92220 ZIP code does not, by itself, mean you are eligible to vote on City of Banning measures.

Measures U, V and W are City of Banning measures. Your eligibility depends on where your residence is located and how your voter registration is recorded.

WHAT YOU SHOULD DO NOW
1. CHECK YOUR VOTER REGISTRATION

Go to the California Secretary of State’s official My Voter Status website:

Voter Registration Check

Verify that:

  • Your voter registration is active.
  • Your current residence address is correct.
  • Your residence is listed as your voting address.

2. CONFIRM THAT YOUR RESIDENCE IS WITHIN THE CITY OF BANNING

If you have a Banning mailing address but aren’t sure whether you actually live within the incorporated City of Banning, verify your address using the City’s district information.

The City of Banning has five City Council districts: Districts 1, 2, 3, 4 and 5.

A Banning mailing address or 92220 ZIP code alone does not necessarily mean that your residence is within the incorporated City of Banning.

3. IF YOUR REGISTRATION NEEDS TO BE UPDATED, DO IT NOW

The regular voter-registration deadline for the November 3 election is October 19, 2026.

Update your voter registration as soon as possible if your current residence address is not correct.

After submitting your update, save or print your confirmation and keep it with your election information.

4. CHECK YOUR BALLOT WHEN IT ARRIVES

Vote-by-mail ballots will begin going out no later than October 5.

When your ballot arrives, look at the local measures section and verify that Measures U, V and W are included if you are eligible to vote on them.

5. IF SOMETHING DOESN’T LOOK RIGHT, DON’T WAIT UNTIL ELECTION DAY

If you believe you are eligible to vote on U, V and W but your registration or ballot doesn’t appear correct, contact the appropriate election officials or speak with an election worker before casting your ballot.

California provides procedures for eligible voters to register, update their information, and vote provisionally when necessary.

If you want to vote on Measures U, V and W, don’t wait until Election Day to find out whether you’re eligible.

NOT SURE WHAT APPLIES TO YOU?
We’ve broken down some of the most common situations below.

SCENARIO 1: YOU ARE REGISTERED CORRECTLY AND LIVE WITHIN THE CITY
If your voter registration shows your current residence and you live within the City of Banning:

You’re ready to move to the next step.

When your vote-by-mail ballot arrives, check the local measures section and make sure Measures U, V and W are included.

You can then vote by mail or follow the procedures for voting in person.

 
SCENARIO 2: YOU LIVE IN BANNING, BUT YOUR VOTER REGISTRATION HAS AN OLD OR INCORRECT ADDRESS
Update your voter registration now.

Use the official California voter-registration website:

https://registertovote.ca.gov/

The regular registration deadline is October 19, 2026.

After submitting the update:

SAVE OR PRINT YOUR CONFIRMATION.

Keep it with you in case you need to provide documentation when you vote.

Then check your voter status again and check your ballot when it arrives.

 
SCENARIO 3: YOU HAVE A BANNING MAILING ADDRESS, BUT YOU DISCOVER YOU LIVE OUTSIDE THE CITY
Some properties have a Banning mailing address and 92220 ZIP code but are located outside the incorporated City of Banning.

If your residence is outside the City, you are not automatically eligible to vote on City of Banning measures simply because your mailing address says Banning.

Your ballot is based on the jurisdiction where your residence is located.

If you’re uncertain about your jurisdiction or eligibility, contact the Riverside County elections office before voting to verify which local measures you are eligible to vote on.

 
SCENARIO 4: YOU NEED TO UPDATE YOUR REGISTRATION AFTER OCTOBER 19
Don’t assume it’s too late.

California provides Conditional Voter Registration (Same-Day Registration) from October 20 through Election Day, November 3.

Eligible voters who need to register or update their registration during this period can do so at a county elections office, vote center, polling place or other designated location and cast a provisional ballot.

If you use this process, bring your registration confirmation and any documentation showing your current residence if you have it.

 
SCENARIO 5: YOUR BALLOT ARRIVES, BUT U, V OR W ARE NOT ON IT
Don’t simply assume that you cannot vote on the measures.

First, verify that your residence is within the City of Banning and that your voter registration reflects your current residence.

If you believe you are eligible but the measures aren’t on your ballot, contact election officials or speak with an election worker before casting your ballot.

If you vote in person and there is a problem with your registration, California provides for provisional voting. Election officials review provisional ballots to determine eligibility, and only the contests for which the voter is eligible are counted.

If you have an updated registration confirmation, bring it with you.

 
SCENARIO 6: YOU RECEIVE A VOTE-BY-MAIL BALLOT BUT WANT TO VOTE IN PERSON
Receiving a vote-by-mail ballot does not prevent you from voting in person.

If you decide to vote in person instead, bring your unused vote-by-mail ballot with you if possible and tell the election worker that you were issued a vote-by-mail ballot.

If you don’t have the ballot with you, you may be asked to vote provisionally while election officials verify that you have not already voted.

Do not vote both by mail and in person.
