Address the current conditions at the Clinton city pound
The Issue
As it stands animals brought into the pound have no shelter from the elements, No beds for them to lay on. The kennel runs or even the building itself have no heat or air conditioning. During winter months there is no way for them to get out of the wind. They sit shivering on a cold concrete floor and water frozen in their bowls. During summer months they have no way to stay cool or find comfort. These animals are sentient beings and deserve to be treated as such. We the under signed want the city of Clinton Oklahoma to provide the necessary amenities "ie: bedding, heat, cooling, protection from the elements wind, rain, sun, etc" so that the animals are safe and comfortable while impounded in the city pound.
Under the City of Clinton's own city code regulations 6-3-4: CRUELTY TO ANIMALS; SHELTER REQUIREMENTS: Abuse: No person shall cruelly beat or otherwise cruelly maltreat any animal in the city; or willfully and wantonly kill, maim, wound, poison or disfigure any horse, ass, mule, cattle, sheep, goat, swine, dog or other domesticated animal or bird, or beast of any kind; or mutilate, cruelly kill, overdrive, override, overload, unnecessarily confine, or in any manner oppress the same; or unnecessarily fail to provide the same with proper food, drink or shelter; or drive, work, or use the same if such animal is maimed, wounded, sick, lame or otherwise unfit for labor; or willfully abandon the same to die; or carry, or cause the same to be carried, hauled or forced along in a cruel or inhumane manner; or leave any animal tied up or confined anywhere, day or night, exposed to inclement weather; or without properly feeding, watering and caring for the same. Outdoor Shelter:
1. Natural or artificial shelter appropriate to the local climatic conditions for the species concerned shall be provided for all animals kept outdoors to afford them protection from all elements and to prevent discomfort of such animals.
4. Every person having custody of animals which are kept outdoors or in an unheated enclosure shall provide such animal with the following minimum standards of shelter:
a. The shelter for small animals or pets shall include a moisture proof and windproof structure of suitable size to accommodate the animal and allow retention of body heat and shall be made of durable material, with a solid floor raised at least two inches (2") from the ground. The opening shall face away from the prevailing winds or be covered by a flexible windproof material or a self-closing swinging door.
