The Supreme Court order of 1988 compensation matter also said that it was state's responsibility to provide Economic Rehabilitation to the victims whose earning members have passed away in the tragedy, as well as to those who are dependent on the victims (the next generations).

The action commitee that was formed to make a plan of various rehabilitation plans. Zahreeli Gas Kand sangharsh Morcha was also a member of the committee. Where morcha suggested that Gas victims be given a 30% prefrence in Rail Coach Factory.

After a series of letters to rail minister and trying at all bearaucrtaic as well as political levels rail ministry agreed to provide jobs but wanted to train the victims first. 

Ultimately only 1000 people were trained and 147 jobs were given to gas victims.Morcha from time to time has been suggesting the measures to provide Emoloyment and create Sustainable Models fir livelihood generation of the victims and there families. But still not Much has been done.
