Clear my name and correct employment record at KESA

The Issue

Dear Mayor Micciche,
My name is Kerbey Lyon, and I am respectfully requesting that my name be cleared in my personnel file with Kachemak Emergency Services (KESA). I served this community with dedication, integrity, and skill for nearly 12 years as a medic. During that time, I took pride in providing compassionate and professional emergency care to the people of our community.
Unfortunately, I was accused of a HIPAA violation that was fully investigated by my workplace and found to be unfounded. Despite being cleared of any wrongdoing at my place of employment, my service as a volunteer was terminated at KESA by leadership and HR in Feb of 2025, claiming I had violated HIPAA by admitting that I was listening to dispatch tones for a call I was not assigned to. This was predicated on unfounded rumors and listening to emergency dispatch tones is not a HIPAA violation, nor does it breach confidentiality or departmental policy. It is a common and often necessary part of maintaining awareness and readiness as a responder. I believe this decision was unjust, politically motivated, and has unfairly damaged my professional reputation and future employment opportunities. This decision was made days after I disclosed very difficult life circumstances to leadership and was considering retiring.
I am asking for the following actions:
1. That my name be cleared in my personnel file.
2. That the “Not Eligible for Rehire” box be removed from my employment record.
3. That the borough review the actions taken by KESA leadership, who already received a vote of no confidence by the members of KESMA which were sent to you after the vote.

I have always served with professionalism, compassion, and integrity with an exemplary record. My only goal is to continue serving my community without the shadow of a false accusation tarnishing my record.
To my patients, coworkers, friends, family, and community members who know me and my character — I ask for your support. Please sign this petition to show your confidence in my integrity and your belief that justice and fairness should prevail.
