• Environmental education for all ages

• Stronger councils with adequate and sustainable funding to maintain our environment and communities

• Cleaner, pothole-free streets and more attractive, accessible public spaces

• More public toilets to protect public health, dignity and community wellbeing

• Greener communities with better recycling systems, including effective deposit return schemes to encourage recycling, building on successful international models such as Norway, Sweden and Germany

• Pothole-free Scotland through better road maintenance and repair methods to help prevent accidents, protect motorists and reduce vehicle damage

• Reinstatement of recycling centres in the West of Scotland and other areas affected by recent recycling-centre closures

• Protecting public health and helping to prevent environmental health crises through cleaner, safer and better-maintained communities

However, too many communities continue to face problems including litter, fly-tipping, potholes, poorly maintained roads, neglected public spaces and inadequate public toilet provision.

This is about more than just the environment.

It concerns public health, road safety, tourism, community pride, dignity, wellbeing and the financial cost of maintaining our communities.

We are calling for a nationwide approach that prioritises:

CLEANER, GREENER, POTHOLE-FREE SCOTLAND CAMPAIGN, founded by Josephine MacLeod & JOM Charity (SCIO), in collaboration with

“The Way to Happiness Foundation” and “Volunteer Ministers from the Church of Scientology,” along with other endorsers and supporters, are seeking a review of relevant legislation and stronger action from the Scottish Parliament and public authorities.

We believe that:

🏴󠁧󠁢󠁳󠁣󠁴󠁿 Scotland is one of the most beautiful countries in the world.

Yet too many communities are affected by litter, fly-tipping, potholes, poor road maintenance and environmental neglect.

Many local authorities face significant financial pressure to maintain environmental services and infrastructure. We want:

Mass Environmental Education For All Ages

A national campaign and mass environmental education programme to restore pride in our environment for everyone — from nurseries and primary schools to secondary schools and universities.

We support a sustained media campaign to help change attitudes towards littering, waste, and environmental damage, and to promote respect, environmental responsibility, and community pride.

Deposit Return Rewards Scheme

Countries such as Norway, Germany, Sweden and Finland have demonstrated the potential of deposit-return systems to encourage the collection and recycling of drink containers.

Scotland is already committed to introducing a Deposit Return Scheme for specified drink containers in October 2027, designed to reduce litter and increase recycling, for an effective and accessible Scottish Deposit Return Scheme, supported by convenient return points and incentives that encourage participation.

Our campaign supports consideration of additional incentives where appropriate, including:

• Cash or deposit refunds

• Shopping vouchers

• Charity donation options

• Other incentives that encourage participation:

According to Infinitum’s 2025 Annual Report, Norway’s deposit-return system achieved a total collection rate of 98.2% for plastic bottles and 97.9% for cans. Scotland should continue to learn from successful international models while developing a system that works effectively for Scottish communities, consumers and businesses.


Make Scotland Pothole-Free

Potholes damage vehicles, create risks for road users, contribute to accidents and place significant financial and practical burdens on motorists and communities.

We are calling for:

• A dedicated Pothole Prevention Unit within Transport Scotland

• Long-term road maintenance funding for local authorities

• Higher-quality repair and resurfacing standards

• Appropriate accountability for contractors where poor-quality work contributes to premature road deterioration

• A road repair guarantee system

• Public reporting and transparency on road maintenance performance

Tougher Action Against Fly-Tipping

We want:

• Increased fines where appropriate

• Better enforcement

• Greater use of technology and CCTV where lawful and proportionate

• Faster investigation and prosecution

• Stronger collaboration between councils, SEPA and Police Scotland

More Public Bins & Community Clean-Up Support

Cleaner communities require appropriate infrastructure and sustained public engagement.

We are calling for:

• More public refuse bins and campaigns highlighting the benefits of a clean environment and the harmful effects of litter

• Increased funding for community clean-up groups

• School and youth environmental projects and campaigns

• Better support to protect our marine environment from litter and environmental degradation

• Greater local authority support for volunteers

Corporate Responsibility for Waste

Businesses should play a greater role in addressing the waste generated by the products and packaging they place on the market.

We support:

• Producer responsibility schemes

• Mandatory take-back systems where appropriate

• Environmental levies dedicated to local environmental improvement

• Funding mechanisms that ensure councils have adequate resources to manage environmental impacts

Cleaner Roadsides and Public Spaces

Transport Scotland and relevant public authorities should introduce:

• Roadside litter monitoring

• Greater enforcement

• Partnership working with SEPA and local authorities

• Rapid-response clean-up teams where appropriate

To Reinstate Public Toilets for the sake of Public Health

A cleaner Scotland also requires adequate public toilet provision.

Over recent years, many public conveniences have been closed, leaving residents, visitors, older people, families with young children, people with disabilities, delivery drivers and outdoor workers struggling to access basic facilities.

Inadequate public toilet provision can contribute to unsanitary conditions, environmental pollution and avoidable public health concerns.

Scotland needs a coordinated strategy to protect existing facilities and reinstate and invest in new, safe, accessible and well-maintained public toilets in town centres, parks, transport hubs, tourist destinations and community spaces.

Access to clean, accessible public toilets is an important public service that supports dignity, public health, tourism, and community wellbeing.
