We, the undersigned residents of the Town of Zebulon, North Carolina, representing a united and growing voice within our community, petition for immediate action to address a widespread and profound loss of public trust, stemming from concerns of a lack of transparency, accountability, and integrity in our elected leadership.

In accordance with North Carolina law (N.C.G.S. § 160A-553) and established legal precedent permitting the removal of officials for just cause, we respectfully request the following actions:

1.    Resignations Prior to June 2, 2025

All current members of the Zebulon Board of Commissioners not up for election this fall—namely Commissioners Shannon Baxter, Amber Davis, and Jessica Harrison—are called upon to voluntarily submit their formal resignations, effective November 4, 2025, by the regular Board of Commissioners meeting scheduled for June 2, 2025. This action is requested to allow for a special election to fill their unexpired terms. While these individuals remain eligible to seek office again in that special election, rebuilding public trust through the campaign process will be essential.

Timely notification of these resignations by the June 2nd meeting is crucial to facilitate the scheduling of this special election on November 4, 2025, coinciding with the regular municipal election. This date allows for ample time before the candidate filing date of July 7, 2025. This process will empower the residents of Zebulon to democratically elect representatives to serve the remainder of these terms.

2.    Public Notice of Lost Confidence in Candidates for Reelection

This petition also serves as formal notice that the citizens of Zebulon no longer have confidence in the leadership of Mayor Glenn York, Commissioner Beverly Clark, and Commissioner Quentin Miles, whose terms are up this fall. While Commissioner Beverly Clark is acknowledged for her contributions and is often seen as having the most honest track record on the current board, the call for comprehensive change stems from broader concerns about the collective function and direction of the board.

We urge all candidates and officials to recognize and respect the overwhelming public sentiment for a comprehensive change in leadership. We also urge the Board to fully approve funding and perform all necessary steps to facilitate the regular municipal election as well as the special election process. 

3.    Why This Petition Must Be Taken Seriously 

The signatures on this petition represent far more than individual complaints; they signify a united and bipartisan public outcry from a substantial and growing number of concerned Zebulon residents. This is a genuine grassroots movement born from deep dissatisfaction with the current state of town governance. Each signature is a clear message to the Board of Commissioners that the widespread erosion of public trust is a crisis that demands immediate and decisive action. Ignoring this petition would be a failure to acknowledge the will of the people the Board must serve.

4.    If Resignations Are Not Tendered

Should Commissioners Baxter, Davis, and Harrison fail to resign by the requested date, we call upon Mayor Glenn York to honor the will of the people by immediately initiating amotion proceedings for their removal for just cause, specifically citing:

• Failure to fill the Town Clerk position for more than two years, impacting transparency and operations.
• The backlog of meeting minutes, compromising public access to government proceedings. 
• The refusal to approve the Zebulon South development, without proper cause, resulting in unnecessary legal expenses for taxpayers.
• The abrupt resignation of two Town Managers within a year.  
• The Board's imprudent decision to twice hire Taiwo Jaiyeoba as Interim Town Manager for part-time work at exorbitant costs, including salary, housing, and mileage, despite his concerning history regarding employee claims including a public settlement (as reported, for example, by WFAE and Triad Business Journal). 

Removal of the above-referenced officials will be consistent with the Town’s responsibility to act in the best interest of its citizens and to maintain the integrity of public service.

5.    Basis for Requested Actions

This petition and the actions it requests are grounded in the legal framework established in North Carolina for addressing serious issues of municipal governance and the conduct of elected officials.
