I have spoken with the supervisor at animal control recently and it's unlikely that bylaws will change, however, the main thing we need is more green spaces for our dogs. If you notice any vacant lots in your area you can find out who owns it and call them or the city to try and get it made into an off-leash space temporarily (the developers get tax cuts for this). You can also call the city and speak to the people in charge of the People, Parks & Dogs project - enough requests for an off-leash park in specific areas will get them to focus on those deadzones.
Additionally, I am sad to report that since creating this petition I have become the target of harassment from both bylaw officers and also false allegations from people calling in that my dog is an aggressive off-leash dog who is being used to attack. I'm looking at potentially 1000s in fines when all I want is to let my dog live her best life and help others do the same. The allegations are complete lies (I couldn't get her to attack if I tried) but we will have to see when the court date comes. If anyone knows a pro-bono lawyer or an animal behaviourist who can provide a testimonial that my dog is not aggressive please contact me through messenger (on the same name that I created the petition with).
