Racing on the streets and highways of Philadelphia, including Kelly Drive, Benjamin Franklin Parkway, and local highways has created illegal and unsafe conditions for pedestrians, cyclists, and motorists while also impacting the quality of life for all citizens.

With the reduction in automobile traffic, as a result of stay at home orders, area streets and highways have lacked adequate enforcement of laws and regulations that relate to:

• Speed and safety enforcement
• Exhaust systems, mufflers, and noise control
• Unapproved (unlicensed motorcycles, ATVs, etc) vehicles on roads, bike paths, and sidewalks

Racing on the streets has proliferated and will increasingly compromise safety and quality of life with warmer temperatures and the absence of enforcement.

We are asking for greater enforcement of existing laws as well as the introduction of temporary traffic control measures to help mitigate unsafe driving. We would like to see the following improvements made:

• Introduction of speed control measures (such as temporary traffic signals) that control the flow and speed of traffic in areas prone to racing (e.g. Kelly Drive)
• Citing vehicles exceeding legally acceptable sound levels.
• Increasing speed and safety enforcement in areas prone to racing.

Greater enforcement will ensure that our city and neighborhoods are safe.
