CITY MUST ENFORCE DOG LEASH LAWS

The Issue

My dog is not just a pet, he’s family.


Just like any pet-parent/dog owner, I am deeply protective of his safety and well-being. During what should have been a peaceful walk in our Toronto neighbourhood, he was violently attacked by an off-leash dog. It was terrifying. My puppy screamed in fear, I was thrown backwards trying to protect him, and the owner shockingly told me to “relax.” I filed a formal report with the City, provided photos, and pleaded for action. Nothing was done.

Since then, I’ve encountered this same woman multiple times. Her dog is ALWAYS off-leash. I reminded her that it’s the law to leash dogs in public. Her response? Profanity, hostility, and “mind your own business.” Her disregard is not just dangerous it’s a direct challenge to every law-abiding resident and responsible dog owner in this city. 

This isn’t just about my dog. It’s about your dog. Your child. Your safety. Off-leash dogs, no matter how “friendly,” are unpredictable. One trigger is all it takes for tragedy to strike. The City of Toronto must stop turning a blind eye. These laws exist for a reason and it’s time they’re enforced with real consequences.

We need more than vague promises. We need visible enforcement. We need fines, monitoring, and accountability. If we don’t act now, how many more animals or people will suffer before something changes?

To all responsible pet owners, parents, and concerned residents: I urge you to take a stand with me. Demand that the City of Toronto enforce leash laws before another innocent life is hurt.
