Adopt the Companion Animal Protection Act (CAPA) to save more lives!
The Issue
On January 26th, the City Council of El Paso accepted a plan from the El Paso Animal Shelter to increase its Live Release Rate and to be No Kill in five years. We want to make sure this happens by asking that the City Council adopt legislation outlined in the Companion Animal Protection Act (CAPA).
Passing this legislation would at minimum:
- Establish the shelter’s primary role as saving the lives of animals
- Declare that saving lives and protecting public safety are compatible
- Establish a definition of No Kill that includes all savable animals including feral cats
- Protect rabbits and other animals, as well as dogs and cats
- Make it illegal for a shelter to kill an animal if a rescue group or No Kill shelter is willing to save that animal
- Require the shelter to provide animals with fresh food, fresh water, environmental enrichment, exercise, veterinary care, and cleanliness
- Make it illegal for shelters to kill owner-relinquished animals without making them available for adoption or transfer to a rescue group, even in cases where the owner wants the animal killed unless the animal is suffering
We are grateful that the City Council accepted the shelter's plan, but we believe that the legislation outlined in CAPA would ensure that the plan to go No Kill will be enforced. We must be the voice for those who have no voice! Please let the City of El Paso know that passing CAPA will save more lives and get us to No Kill faster!
