To be clear scientists don't disagree on climate change. The disagree on the just how bad the impacts of climate change will be. And considering us ordinary punters have achieved a lot in a decade, why do the politicians still drag their feet on climate policy.
As the image of this article implies, behind every politician in the world is a billionaire or two, pulling the strings. It's that pure and simple.

We can see the billionaires are literally licking Donalds boots, and we're starting to see it happening in Australia too.
These strings of puppetry influence need to be cut. By changing one word, from 'may' to 'must' the NACC would have to prove it's functional by being transparent with the public. They are 'public' servants after all, not 'private' ones. The government is there to serve the 99%, not the 1%.
Every policy change is carefully drafted to suit the super wealthy. A carefully crafted loophole, a single word change, and the public advertising is this big, beautiful bill, but the execution is yet another big steal of our sovereign wealth to the super wealthy.
It's the same rule book the world over. What Rupert is doing to Australia, is what he's done to America and doing to the UK. He is evil, along with his super wealthy class mates. Billionaires should be banned - they contribute nothing to society.
