Change Campbell County Schools phone policy

The Issue

The Campbell County Schools phone policy states that students are not permitted to use their phones during instructional time, which the school board has defined as 7:25 a.m. to 2:15 p.m. According to the student handbook “Games and electronic devices (cell phones, etc.) will not be played during school hours (7:25 a.m. – 2:15 p.m.). School-issued laptops should be used for educational purposes only. All game-playing devices and audio electronics (headphones, earbuds, cell phones, etc.) should be out of sight.” However, this policy does not comply with Kentucky House Bill 208, which states that students may use their phones if directed to do so by a teacher for instructional purposes. The handbook does not mention that students are allowed to use their phones when instructed by a teacher, nor does it address phone use in case of an emergency.  Therefore, the Board of Education should revise the student handbook to reflect the provisions of House Bill 208 and ensure that all students and staff are made aware of the changes. While presenting this to the board, I also plan to propose that students be allowed to use their phones in the lunchroom and during class transitions. Phone use during lunch and in the hallways does not interfere with learning due to instruction is not taking place during those times. That is why I am bringing this issue to the board to advocate for a change. With your support we can increase the chances of this proposal being accepted and implemented.
