WE REQUEST ONE ADMINISTRATIVE ACT

CGDA / PCDA(P), as Pension Sanctioning Authority, shall themselves complete correction of blank and wrong SPARSH legacy data from PPO, Corr PPO and ePPO records already held with them. Record Offices and Heads of Office may be co-opted. Aged veterans and Veer Naris shall not be required to upload documents they were never told to keep for a 2023 bank-to-SPARSH migration.

WHY “NORMALISED” IS NOT THE END OF THE FILE

MoD / ANI (15–16 Sep 26): 1,12,638 IAF + 32,544 Navy discrepant cases = 100% “normalised”; Army 3,90,336 of 3,94,779 (98.8%).

PIB 15 Dec 25: of 6.43 lakh legacy discrepant cases, 6.07 lakh (94.3%) “normalised”; 31.69 lakh onboarded (Nov 25).

Lt Col Ranjan Kumar, then OIC DPCC PCDA(P) (MP-5 briefing, Oct 24):

• bank migration loaded limited fields;

• about 6.5 lakh sat in AS_IS 1, 2 and 3;

• AS_IS = pension continues as the bank paid;

• only PCDA(P) takes a case out of AS_IS after examining it.

Category clearance is not a clean profile. It does not, by itself, certify pensioner / spouse date of birth, handicapped children, disability / war-injury element, gallantry-award endorsement, additional old-age pension, a later Corr PPO or a 2016–17 ePPO.

WHAT PCDA(P) HAS ALREADY TOLD THE CIC

Letter EDP/58/CPP/SPARSH/2026 dated 15 Jul 26 (CPIO Shri Pranjal Srivastava), CIC/CGDAC/C/2025/609659:

Para 4(C) — 32,29,535 pensioners onboarded as on 15 Jul 26.

Para 5(A) — 9,41,924  had not logged into SPARSH.

Para 5(B) — wrong / blank data is being updated with Record Office / Head of Office / PCDA(P) from official documents.

Para 6(B) — the pensioner is approached only for what is not on the LPC-cum-Data Sheet (mobile, email, address).

Para 7 — 01 Jul 25 to 30 Jun 26: 58,627 CPGRAMs and 1,80,235 SPARSH-portal grievances. PCDA cannot segregate how many were for blank or wrong data.

CPIO CGDA (Shri Saurabh), letter 5825/AT-P/RTI/Vol. IV dated 30 Jul 26, forwarded an extract of CGDA HQ comments dated 03 Jul 25 to MoD on the email of 19 Jun 25 to the Hon’ble PM and RM. That extract recorded suo-motu cognizance and update at Department level.

If that is policy, there is no difficulty in owning every field that already exists on a PPO / ePPO. Who inspects an error in a file that the pensioner has never opened?    If the answer is “nobody until he logs in,” 9.41 lakh accounts are left to suffer in silence.

For pre-2016 pensioners, PCDA(P) Prayagraj was the Pension Sanctioning Authority and issued the PPO / Corr PPO on which banks paid. Those documents are still in the Department. The pensioner in a village or small town does not hold a certified set.

TYPICAL DEFECTS ON RECORD (not exhaustive)

• Name / spelling mismatch with Aadhaar or PPO

• Blank or wrong date of birth of pensioner or spouse (additional pension at 80 / 85 / 90 / 95 / 100)

• Family pension / handicapped children / nominee / marital status blank or wrong

• Disability, war-injury or old-age additional pension not carried in

• Gallantry-award endorsement missing

• Corr PPO / 7th CPC / OROP revision not mapped

• Wrong Record Office, IFSC, or “Legal Case – Yes” flag

• User ID / OTP never delivered

WHAT WE ARE NOT ASKING

Do not invent a mobile number or email that never existed on the LPC. Para 6(B) can remain for those three fields. We ask that every field already on a PPO / ePPO / Corr PPO held by the PSA be written into SPARSH by the PSA, once.

EARLIER PETITION, STILL UNANSWERED AS A GRIEVANCE

Change.org petition launched 12 Mar 25, closed 18 May 25 after 5,157 signatures (including a former Chief of the Army Staff and several Lt Gens), and emailed the same day to the Hon’ble PM and RM:

MoD split the RTI. DoD answered NIL. PCDA(P) said the email was not received. AFA (DAD) self-registered CPGRAM MODEF/P/2026/0000438 and closed it as a “suggestion".

Hon’ble CAG, letter 11 Dec 25, has taken SPARSH in Cycle 2026-27 — defective migration, rushed rollout, burden on vulnerable pensioners, manifest errors, grievance system.

NHRC registered Case 369/90/0/2026.

PRAYER

1. CGDA shall issue a written direction that PCDA(P), as PSA, will complete field-level correction of blank and wrong legacy SPARSH data from records already held, with a published cut-off.  

2. Record Offices / Heads of Office may be co-opted; the pensioner shall not be the first examiner of a pre-2016 file.  

3. A monthly public dashboard: residual AS_IS, fields still blank, never-logged-in accounts touched suo motu. 

4. The residual Army slice after the 15 Sep 26 MoD / ANI figures shall be closed by the Department, not by a login.

This is the least that can be done for veterans and Veer Naris who are aged, less educated, non-tech-savvy, and often live where a SPARSH Service Centre is not a bus ride.
