The Issue
The Abysmal Glaring yet Ignored Gap
As bonafied tax paying citizens of India and diaspora guest workers originating from India we have noticed certain lacunae in Indian education system leading to a dagnerous and exponentially spiralling away trend of compromising w.r.t safety standards and awareness in living which is unequivocally non-negotiable.
it is pathetic to note that Proactive #safety culture missing right from education is the root cause leading to laxity and a casual reactive (ex-gratia) approach at policy, process, practice, and judicial redressal levels.
Lack of Safety culture inculcation when young in education is identified as the single root cause for many a subsequent policy, priority and systemic gaps, loopholes leading to collossal cumulative losses. In order to get the course correction and improvement of quality of lives on a war footing within the lifetime of the middle aged 40-50 petitioners before they end naturally.
Thus we are trying to address this by this proposal to voluntarily support
The Appeal to Govt. of India and Aacademic Institutions.
"Please Revoke all govt. certificates, academic certificates, driving licenses, aadhaar, till we undergo minimal safety, hygiene training, testing and certification by all age groups of Citizens with Indian passports."
It is strongly recommended and demanded by common citizens of india in the collective interest of residents and tourist to India that the:
Central Board of Secondary Education National Council of Educational Research and Training ( NCERT ) MINISTRY OF EDUCATION, GOVERNMENT OF INDIA, equivalent state govt. bodies, RTOs, University Grants Commission (UGC) should stop issuing new certficates and suspend/revoke previously given certificates/revoking/revalidating 10th, 12th, degree #ASAP without the following recorded trainings, recorded testing and certifications. Ministry of External Affairs, India should stop giving ECNR clearance on passports before leaving india mandatory verified, recorded, tested, and certified:
1. mock-gutka spit-cleaning & public toilette cleaning in in kinder garden, primary schools (Japanese model emulation worthy)
2. swimming in middle school
3. fire-fighting and survivial fire safetly escape in high school ncc, on par with fire brigade
4. first aid saving CPR (optional).
Once video proofs and evidence of training, performance of swimming fire safety are submitted the certifcate will be reinstated. till then all previous certifications are deemed to be revalidated and subject to deprecation within stipulated period depending on backlog dynamic queuing. Aged, permanently disabled, physically challenged are exempt up to some extent for a grace period."
Private Universities and education societies to voluntarily recommend or mandate.
"No Safety Training(swimming and basic fire fighting, evacuations) no Hall ticket" in case of current and future students.
Poor or blocked emergency exits in fire accidents
root cause is not fire but poor evacuation exits, 90% cases for the past 75 years.
Age Old Infra originally planned for less population 40 cr. Not Upgraded Capacity planning narrow exits not proportionate to increased crowd Stampede Death tolls by Design(archaic): poor evacuation. Nasty inadequate capacity planning.
Direct Victims :
- loss of life and limb casualties,
- their families emotional health and support,
- insurance companies for liabilities
- Residents, tourists to India, tourists , and expats from India
Indirect Adverse Impact:
- irreparable bad optics repelling investors, tourism
- Reducing employment potential by 200 million in Tourism sector due to poor safety record. in transport sector and poor public health gutka stain ridden premises of monuments and public places.
- poor #makeinindia perception to the world , reduced exports of tangible for #india being notoriously ill-famous for #accidents by criminal collective negligence. (will importing nation consumers buy from a nation that is so callous to safefty)
Other Safety Related demands & Information:
- Fire-fighting equipment hammers near glass, awareness videos, mechanism to ensure KT recieved.
- Airbags, Adatptive lights areno more luxury features (not essentials). #SOS
- appointing cabinet rank minister with draconian powers to swing into action to prevent the next.
- first lockdown type priority and intervention COVID19 urgency to fix things on war footing, casual approach won't work anymore.
- Given the 40% usage of serpentine roads in north india 9 states used by bordering plane land states, legalize #autodip #adaptivelignting retrofit. evidence and argument in comments.
- Supreme Court of India for fast rack courts on criminal negligence cases irrespective of the qunatum of fatalities. bid good bye to Tareek pe tareek w.r.t public safety
- no compromise on safety. zero tolerance on negligence at various levels. SafteyCulture non-negotiable.
- probe role of LED car and street and indoor lighting from eye safety and fatal road accidentss due to high beam or low beam LED glare and temporary blinding effect behind the wheel.
- adoption of auto-dip in view of long lengths of two way streets and poor driver maturity , proble high beam lack of auto dipper tech fatalities head on collions,
- Adopton of adaptive lighting invew of 40% vehicles usage in hilly terrain roads with no lighting hair pin bends in himalyanan, niligir, eastern and weshter ghats and their visitors, suppliers. road accidents at hair in hilly terrains due to lack of adaptive lighting retrofits.

Safety culture should inculcate spirit to fight/escape with raw elements of fire, and water as they give some time to resist and win(unlike fatal air crashes) ... without panicking. facing accident once is, not learning from them and passing the buck is collossal collective criminal negligence. unpardonable offensee in various shades.
inaction and silence of the learned is more damaging than one one time offender.
if the seed of KG to PG education is infused with mandatory safety trainings, then a whole generation of students will emerge who are sensitive to safety in their roles be it policy makers, judiciary, enforcers, business owners, operators and consumers... and previous batches in retrospect.
Hence, we as persons of Indian orgin - residents or guest workers abroad support this movement and pledge to undergo and encourage Safety culture in the collective interest of India one-fifth of mankind and traveling worldwide.
