Make it Law for Drivers to Stop when killing a cat on UK roads

The Issue

I lost my beloved cat Mindy of nearly 10 years to a car driver who hit and killed her on a road directly outside my home, in a quiet residential housing development.

This happened on the evening of 19 November 2019, just before 7pm. It's taken me this length of time to gather myself and write a petition because losing Mindy broke my heart in ways that some people may not understand. Mindy was like a child to me. She was very much a part of my family and a very special cat and she is very much missed every single day. She was a healthy cat with many years left to live.

The car in question that hit and killed Mindy was driving at a speed of over 30mph.  Footage seen on CCTV cameras clearly show the car braking at impact, yet the driver chose to continue to drive on without stopping, leaving my cat dying on the road.

I want a change in Law so that cats are protected like dogs when it comes to a Road Traffic Accident involving hitting a dog. A driver has a responsibility to stop by Law and report the accident.

Sadly, the current situation is cats do not get this same protection. Cats are left to die with serious injuries. If cats had the same rights, owners can be informed of their cats death. Drivers should take responsibility to inform of the cats death, they after all killed the animal and that animal may very well be a part of a loving family, owned by children who will sadly miss their pet. If the cat has a collar with identity disc or microchip, details of the cat is found and that can be relayed to the owner.  It's peace of mind knowing what happened to your pet.

Personally for me, the story is different. I was informed by a neighbour who kindly picked my cat up from the road. She was dead on impact.

However, what hurts is this... The car driver drove on despite knowing they'd hit something due to braking at impact.  What would have been welcome was a genuine apology, a simple sorry.

Not owning up to the fact they accidentally killed Mindy is cowardly and disrespectful. We live in an area where there are houses, families, kids and pets.  No one should be driving at speed but to be aware of their surroundings as cats, dogs and kids are around.

Unfortunately, no one on the development has owned up to killing Mindy despite my Facebook post on the evening of losing her. It was noted the vehicle was a black SUV type. I am aware the person lives on the estate. I've not spoken to them but I would have liked a sorry.. To at least acknowledge what happened. I understand it was an accident but in my mind they were speeding and careless.

Responses were, how do you know the car was going too fast? Because it was seen going too fast, witnesses observed it braking at impact and driving on. This is meant to be a family estate, a safe place for our kids and our pets. Other feedback I've recieved is, how can it happen on such a relatively quiet road in a quiet estate. Granted the road is busy at times and we do have an issue with speeding here. It still raises a question, people are speeding on a 30mph road in a residential setting.

Put that aside and focus on the real deal here..a Law that will require anyone hitting a cat in an RTA to stop and report the accident. A Law to protect cats in the same way Dogs have protection in RTA's.

It's been voiced many times to Government and now it's time for a Change.

I want to call it Mindy's Law.

She was beautiful and didn't deserve to die in the horrific way she did.

Let's make Mindy's Law, Law. Please sign my petition. Thank you.

In memory of Mindy, the sweetest, most gentle of cats. A Law will be made to protect your species. RIP sweet Mindy.
